Assam Chief Minister Himanta Biswa Sarma distributed financial assistance worth more than Rs 278 crore to 82,219 young entrepreneurs on September 17. The assistance came under the Chief Minister’s Atmanirbhar Asom Abhijan (CMAAA) 1.0 and 2.0.
The distribution ceremony took place at the Jyoti-Bishnu Antarjatik Kala Mandir in Khanapara, Guwahati. The programme focused on supporting young people who want to establish businesses and build independent sources of income.
Sarma said the government’s objective goes beyond providing financial assistance. He urged young people to use the support to build sustainable businesses and create employment opportunities for others.
The programme forms part of Assam’s wider efforts to promote entrepreneurship and encourage young people to pursue self-employment.
82,219 Entrepreneurs Covered Under CMAAA
A total of 82,219 entrepreneurs will receive assistance through the two phases of CMAAA.
CMAAA 1.0 covers 9,578 beneficiaries, including 9,552 entrepreneurs from the General Category and 26 from the Professional Category. CMAAA 2.0 covers 72,641 beneficiaries, including 72,447 General Category entrepreneurs and 194 Professional Category entrepreneurs.
The assistance under the programme follows different funding structures based on the beneficiary category.
General Category entrepreneurs receive Rs 2 lakh each. Professional Category beneficiaries receive Rs 5 lakh each. The financial package combines a government grant with an interest-free loan.
This structure aims to give beneficiaries initial capital while also encouraging them to develop viable businesses.
Assistance Combines Grants and Interest-Free Loans
Under the scheme, General Category beneficiaries receive Rs 2 lakh. Half of the amount comes as a government grant, while the remaining half comes as an interest-free loan.
Professional Category entrepreneurs receive Rs 5 lakh under the same broad structure. Half comes as a grant and half as an interest-free loan.
The government has designed the assistance to help beneficiaries establish or expand entrepreneurial ventures.
The loan component also creates a structured financial responsibility for beneficiaries. Entrepreneurs can use the funding for business-related activities while working towards building sustainable enterprises.
The scheme also provides support beyond direct financial assistance.
Skill Training and Marketing Support Included
CMAAA includes skill development training and marketing support for beneficiaries. These components aim to help young entrepreneurs improve their ability to manage businesses and reach customers.
Financial assistance can provide starting capital, but entrepreneurs also need technical knowledge and market access to sustain their ventures. The government has therefore included training and marketing support within the broader programme.
Skill development can help beneficiaries understand production, business management and other requirements linked to their chosen activities.
Marketing assistance can help entrepreneurs find customers and develop stronger markets for their products and services.
The combination of funding, training and market support forms the central structure of the initiative.
Government Focuses on Self-Reliance
Speaking at the event, Sarma encouraged young people to become self-reliant through entrepreneurship. He asked beneficiaries to use their financial assistance productively and work towards building sustainable livelihoods.
The Chief Minister said the success of the initiative would depend partly on how beneficiaries use the assistance. He encouraged them to turn their ideas into businesses that can continue operating over the long term.
The government has presented entrepreneurship as one way to expand livelihood opportunities for Assam’s young population.
The programme also aims to encourage young people to become job creators rather than only job seekers. This approach places young entrepreneurs at the centre of the state’s broader economic development plans.
Earlier Assistance Helped Select Beneficiaries
The Chief Minister also discussed the experience of beneficiaries from earlier stages of the programme.
According to Sarma, the government had previously provided Rs 75,000 during the initial phase and another Rs 25,000 during a subsequent phase to young beneficiaries. However, some beneficiaries could not qualify for further assistance because they did not meet the required conditions.
Of around 13,000 beneficiaries, approximately 9,552 met the requirements, while around 4,000 did not qualify for the next stage. Sarma attributed some of the unsuccessful cases to beneficiaries taking up jobs instead of continuing their businesses.
The government now wants to connect beneficiaries from earlier assistance programmes with those receiving larger financial support under CMAAA.
Encouraging Beneficiaries to Build Sustainable Businesses
Sarma urged young beneficiaries to take entrepreneurship seriously. He encouraged those who received smaller amounts earlier to work towards meeting the requirements for larger assistance in future phases.
According to the Chief Minister, the government may provide another opportunity within the next nine to ten months for eligible beneficiaries to progress to the next stage.
The approach aims to create a gradual path for young entrepreneurs.
Instead of treating financial assistance as a one-time payment, the programme seeks to connect different stages of support with business performance and eligibility.
This model can give beneficiaries an incentive to continue developing their enterprises.
Programme Linked to Seva Sankalp Abhiyan
The financial assistance distribution took place as part of the month-long Seva Sankalp Abhiyan.
The campaign commemorates 25 years of Prime Minister Narendra Modi’s public service, first as Gujarat Chief Minister and later as Prime Minister. The Assam government has organised several activities under the campaign.
The CMAAA event placed youth entrepreneurship among the campaign’s major activities.
The programme also highlighted the state government’s efforts to connect financial assistance with employment and livelihood generation.
New Youth Welfare Department Announced
During the event, Sarma formally announced the commencement of the Youth Welfare and Empowerment Department in Assam.
The department will handle various welfare-oriented schemes and initiatives for young people in the state. Sarma had announced the creation of the department during his Independence Day address earlier this year.
The new department is expected to provide a dedicated administrative focus for youth-related programmes.
Its creation comes as the state expands initiatives aimed at entrepreneurship, employment, skills and youth empowerment.
