The Assam government passed the Assam Prohibition of Polygamy Bill, 2025 on Thursday. The Legislative Assembly approved the bill after a detailed debate. It aims to create one of India’s strongest legal frameworks against polygamy. The law will come into force once President Droupadi Murmu gives her assent, which is expected early next year.
New Law Introduces Strong Penalties
The bill introduces strict punishments for offenders. Anyone who hides an existing marriage and marries again can face up to 10 years in prison. Similarly, individuals who enter a second marriage without legally ending the first may receive up to seven years in jail. Moreover, the government plans to double the punishment for repeat offenders to ensure stronger deterrence.
The law also places responsibility on clerics. If a cleric conducts a prohibited marriage, the government can fine them up to ₹1.5 lakh. In addition, anyone who conceals information from the police may face up to two years in prison. These provisions aim to strengthen monitoring and improve enforcement.

Chief Minister Highlights Social Impact
Chief Minister Himanta Biswa Sarma strongly supported the bill during the debate. He said child marriage and polygamy create severe harm in society, especially for women in the Muslim community. According to him, these practices deny women dignity, equality, and basic rights.
Furthermore, Sarma explained that the government wants to eliminate social issues that restrict women’s progress. He added that the bill forms part of a larger effort to improve women’s health, education, and safety across the state.
Lawmakers Express Support and Concerns
Many lawmakers welcomed the bill. They argued that polygamy often creates emotional and financial stress for women and children. Therefore, they said strict laws are necessary to protect women from exploitation and abuse.
However, some opposition members raised concerns. They urged the government to ensure that the law does not unfairly target any particular community. They also encouraged officials to run awareness campaigns so citizens clearly understand the new legal changes.
Assam Strengthens Commitment to Women’s Rights
Despite the concerns, the bill secured majority support in the Assembly. The government now plans to prepare detailed guidelines for its implementation. Additionally, officials will work with community leaders and social groups to encourage compliance and reduce confusion.
With this major step, Assam aims to strengthen gender justice and inspire other states to adopt similar reforms. The new legislation reflects the state’s commitment to protecting women’s dignity and creating a fairer society.
