Assam launches SMART AXOM App to enhance flood preparedness and improve disaster communication across the state. Minister for Revenue and Disaster Management Keshab Mahanta unveiled the app during an event organized by the Assam State Disaster Management Authority (ASDMA).

The launch also included the Flood Scenario and Downstream Impact Study Report for Ranganadi, Doyang, and Kurichhu Hydro Projects. Additionally, Mahanta introduced a Certificate Course on Disaster Management Communication for working professionals, journalists, and other field staff.

The minister said these initiatives aim to build resilience and ensure faster, more effective disaster response in Assam. “We are working toward a future where technology, awareness, and coordination minimize the impact of floods,” he said.

SMART AXOM App: A Digital Step Toward Safety

The SMART AXOM App is a new digital tool developed to improve real-time data collection, coordination, and communication during disasters. The app will allow users, including district officials and citizens, to report incidents and receive early warnings.

Mahanta said that Assam launches SMART AXOM App as part of the government’s plan to modernize disaster management. The app integrates weather forecasts, flood maps, and satellite data to help authorities act quickly.

He explained that the system connects with local control rooms and emergency units. It allows quicker sharing of ground-level information, improving decision-making and resource deployment. “Timely information saves lives,” Mahanta said, stressing the importance of technology in disaster response.

The app will soon be made available to the public. ASDMA plans to train district officials and volunteers on its features before the next flood season.

Flood Scenario and Impact Report for Key Hydro Projects

During the same event, Mahanta released the Flood Scenario and Downstream Impact Study Report for the Ranganadi, Doyang, and Kurichhu hydroelectric projects. The study analyzes how the release of water from these dams affects downstream communities and ecosystems.

The report highlights the need for better coordination between dam authorities and state departments. It also recommends timely alerts and community engagement to prevent sudden flood damage.

Mahanta said the report will help shape future flood management strategies. “Scientific data helps us plan better and protect our people more efficiently,” he said. The study’s findings will be used to improve early warning systems and emergency planning.

He added that collaboration among government agencies, local leaders, and communities is essential to reduce disaster risks.

Assam Launches SMART AXOM App Alongside Training Initiatives

Along with the new app and report, Mahanta announced the launch of a Certificate Course on Disaster Management Communication. The course will train professionals and journalists to handle information responsibly during emergencies.

He also introduced a special Orientation Course for media personnel to promote factual, timely, and sensitive reporting. “Media plays a vital role during disasters. Accurate reporting can prevent panic and help save lives,” he said.

Mahanta noted that communication failures often worsen crises. Hence, the government is focusing on equipping journalists and field workers with correct knowledge and tools. The training program will be conducted by ASDMA in collaboration with disaster communication experts.

Meanwhile, the Flood Impact Report provides valuable data for improving dam management. The report suggests a standard protocol for water release to minimize sudden flooding. Mahanta said these steps would help ensure better protection for downstream villages.

He stressed that the state’s vision focuses on long-term resilience. “We cannot stop floods, but we can reduce their impact through awareness, technology, and timely action,” he said.

Building a Culture of Preparedness

Mahanta emphasized that preparedness must become part of people’s daily lives. The government is encouraging schools, media, and community groups to take part in disaster awareness campaigns.

ASDMA will conduct district-level workshops to train officials and community volunteers in using the SMART AXOM App. The agency also plans to run simulation exercises to test emergency responses in high-risk areas.

He said the combination of digital tools and public engagement will create a stronger foundation for disaster management. “When people know what to do, we can save more lives,” Mahanta said.
