Manipur Chief Minister Yumnam Khemchand Singh has continued his focus on strengthening grassroots development in the state’s hill districts through consultations with local representatives and officials. The government’s approach centres on improving the delivery of welfare schemes, supporting livelihoods and ensuring that development programmes reach communities at the local level.
The latest discussions come as the state works to strengthen administrative outreach in hill areas after years of disruption. The government has also stressed the importance of dialogue, coordination and community participation in addressing development gaps.

Focus on Development at the Grassroots
The Chief Minister has repeatedly highlighted the importance of taking development programmes closer to the people. His government has placed particular attention on rural areas and communities that face difficulties in accessing government services.
Earlier this year, Khemchand launched the State Focus Paper 2026-27 and said that development at the grassroots requires strong institutional support. He pointed to agriculture, horticulture, fisheries, handloom, handicrafts and other rural sectors as areas with potential for employment and income generation.
The government has also emphasised the role of financial institutions in helping farmers, Self-Help Groups, Farmer Producer Organisations and rural entrepreneurs access credit.
Improving Welfare Delivery in Hill Areas
Effective delivery of welfare schemes remains an important part of the government’s development agenda. Administrative access to several hill areas faced difficulties during the prolonged crisis in Manipur.
In April, the state’s Social Welfare Department undertook an outreach visit to Churachandpur. Director of Social Welfare Sheikh Abdul Hakim met MLAs and departmental representatives during the visit. Officials discussed ways to improve the delivery of welfare schemes and government projects at the grassroots.
The outreach aimed to reconnect the administration with communities and understand local requirements. It also highlighted the need for greater coordination between government departments and elected representatives.
Livelihoods and Rural Economy in Focus
Economic development in the hill districts remains closely connected with agriculture and other rural activities. The Chief Minister has encouraged officials to explore sectors that can provide sustainable income to local communities.
The State Focus Paper 2026-27 identified agriculture and allied activities as major areas of credit potential in Manipur. NABARD projected total credit potential of around Rs 3,500 crore for the state during 2026-27. Agriculture and allied activities account for 51 per cent of that projection, while MSMEs account for 37 per cent.
The government has also highlighted opportunities in horticulture, fisheries, animal husbandry, poultry and other allied activities. These sectors can support rural employment while reducing dependence on a limited number of livelihood options.
Support for Tribal Communities
The government has also focused on development programmes for tribal communities in the hills. During the March State Credit Seminar, Khemchand virtually inaugurated a Tribal Development Project in Churachandpur.
NABARD is supporting the project with a grant of Rs 1.6 crore. The project focuses on community development and livelihood enhancement for tribal communities.
The initiative forms part of efforts to extend development programmes to the last mile. It also demonstrates the role that development institutions can play in supporting communities in remote areas.
Strengthening Grassroots Governance
The Chief Minister has also taken steps to strengthen local administrative structures. In April, he inaugurated the Block Development Office of Wangjing-Tentha C.D. Block in Thoubal district.
The government described the new office as a step towards strengthening grassroots governance and improving service delivery. The Chief Minister said administrative institutions at the local level can help government programmes reach people more effectively.
Block-level offices play an important role in implementing rural development programmes. They also provide a point of contact between communities and government departments.
Hill Districts Need Local-Level Coordination
The geographic and social diversity of Manipur makes coordination important for development planning. Hill districts include remote areas where difficult terrain can create challenges for roads, healthcare, education, agriculture and other services.
Local officials and elected representatives can provide information about these challenges. Their participation can help departments identify specific requirements and adapt programmes to local conditions.
The Chief Minister’s consultations therefore place emphasis on understanding local needs before implementing development initiatives. Such an approach can also improve communication between communities and the administration.
Infrastructure and Connectivity Remain Important
Development in the hill districts also depends on better infrastructure and connectivity. Roads and other transport links can improve access to markets, healthcare facilities, educational institutions and government services.
The state government has recently reviewed infrastructure development alongside security requirements. Khemchand has assured support for highway projects and said adequate security would be provided to facilitate development work.
Improved connectivity can also help rural producers transport agricultural and horticultural products to larger markets. This can strengthen the economic potential of hill communities.
Dialogue Remains Part of Development Efforts
The government’s development outreach comes amid continuing efforts to rebuild trust and normalise administrative engagement across Manipur. Khemchand has repeatedly called for dialogue and mutual understanding among communities.
During a September interaction, the Chief Minister said restoring peace and normalcy remains a major responsibility of his government. He also stressed the need for unity and mutual understanding among Manipur’s communities.
Development programmes require stable administrative conditions and cooperation between communities, officials and local representatives. The government has therefore linked development efforts with dialogue and broader efforts to restore normal governance.
Focus on Inclusive Development
The government’s approach places emphasis on ensuring that development reaches communities outside major urban centres. Hill districts require attention to livelihoods, infrastructure, welfare delivery and access to government services.
The State Focus Paper also underlined the importance of inclusive growth. NABARD said its district-level planning covered the potential of all 16 districts of Manipur, with the aim of supporting development through institutional credit and targeted programmes.
Such planning can help identify sector-specific opportunities and gaps. It can also provide a framework for government departments and financial institutions to coordinate their efforts.
Road Ahead for Hill District Development
The consultative approach adopted by the Manipur government places local communities, officials and development institutions closer to the planning process. The focus extends from welfare delivery to agriculture, livelihoods, infrastructure and financial support.
For the hill districts, effective implementation will depend on coordination between the state administration, local representatives, development agencies and communities. Improving access to government programmes will also require continued administrative outreach.
