The Meghalaya government has reshuffled ministerial portfolios, assigning new departmental responsibilities to three cabinet ministers. Newly inducted minister Paul Lyngdoh has received charge of Tourism, Social Welfare, and Arts and Culture following his return to the cabinet.
The revised allocation was announced on November 4, 2026, through a notification issued by the state government. Governor approved the changes on the recommendation of Chief Minister Conrad K. Sangma. The new arrangements came into effect immediately.
The reshuffle also assigns additional responsibilities to senior ministers Timothy D. Shira and Sanbor Shullai. The changes follow recent political developments within the ruling coalition and the resignation of former minister Metbah Lyngdoh.
Paul Lyngdoh Returns to Key Portfolios
Paul Lyngdoh has been assigned three important departments: Tourism, Social Welfare, and Arts and Culture. These are the same portfolios he previously held before losing his ministerial position during a cabinet reshuffle in September 2025.
His return to these departments comes shortly after he rejoined the cabinet. Lyngdoh took the oath as a cabinet minister on November 2, following his move from the United Democratic Party (UDP) to the ruling National People’s Party (NPP).
The West Shillong legislator joined the NPP alongside two other former UDP colleagues. His political move came amid a series of changes within the regional party, which has experienced a significant decline in its strength in the Meghalaya Legislative Assembly.
The Tourism portfolio is particularly important for Meghalaya, where natural landscapes, cultural heritage and adventure destinations contribute significantly to the state’s tourism sector. The Social Welfare Department, meanwhile, oversees programmes aimed at supporting vulnerable communities and improving public welfare.
Timothy D. Shira Gets Additional Responsibilities
Under the revised allocation, Cabinet Minister Timothy D. Shira will oversee Agriculture and Farmers Welfare, Power, and Water Resources.
Shira will retain his existing agriculture portfolio while taking charge of the Power and Water Resources departments. These departments were previously handled by Metbah Lyngdoh, who resigned from the cabinet following political developments within the UDP.
The allocation places three major administrative areas under Shira’s responsibility. Agriculture remains an important sector for Meghalaya, where a large section of the population depends on farming and related activities.
The Power and Water Resources departments also play a significant role in infrastructure development, electricity supply and water management across the state.
Sanbor Shullai Retains Five Departments
Senior BJP leader and Laban MLA Sanbor Shullai has been assigned five departments under the new arrangement. These include Animal Husbandry and Veterinary, Fisheries, Taxation, Legal Metrology, and Printing and Stationery.
Shullai will no longer hold the Arts and Culture portfolio, which has now been transferred to Paul Lyngdoh. The revised allocation maintains Shullai’s responsibility for several administrative and economic departments.
The reshuffle therefore redistributes responsibilities among the three ministers while adjusting the government’s departmental structure following recent changes in the cabinet.
Political Changes Behind the Reshuffle
The latest reshuffle follows a period of political realignment in Meghalaya. Paul Lyngdoh’s return to the cabinet came after Metbah Lyngdoh stepped down as a minister.
The UDP has also faced a major setback following the departure of several legislators. Eight UDP MLAs reportedly joined the BJP in October, while Paul Lyngdoh and two other former party colleagues moved to the NPP.
These developments have weakened the regional party’s position in the Assembly and changed the political balance within the ruling coalition.
The government has described the new portfolio allocation through its official notification, which modifies the earlier departmental distribution announced in September 2025.
With the changes taking immediate effect, the three ministers will now assume their revised responsibilities. The reshuffle marks another significant administrative and political development in Meghalaya as the Conrad K. Sangma-led government reorganises its cabinet.
