Mizoram Chief Minister Lalduhoma launched the third phase of the state’s flagship Bana Kaih, or Handholding, scheme in Aizawl on September 18. The new phase expands the government’s support for farmers, entrepreneurs and other beneficiaries.
The government has also announced plans to introduce a Foreign Placement Loan under the scheme. The proposed facility aims to help young people who want to seek employment opportunities outside Mizoram, including jobs abroad.
Lalduhoma said the government was considering the new loan component because many young people face difficulties in accessing institutional credit when they seek employment outside the state.

Foreign Placement Loan for Young People
The proposed Foreign Placement Loan represents a new area of focus for Bana Kaih 3.0. The government wants to provide financial assistance to youths who require funds to pursue employment opportunities outside Mizoram.
Many young people need money for expenses linked to overseas employment. These can include placement-related costs and other requirements. Access to formal credit can remain difficult for applicants who lack sufficient financial resources.
The government is therefore considering a dedicated loan facility under Bana Kaih. Officials have not yet announced the complete eligibility criteria, loan amount or application process for the proposed facility.
The plan forms part of the government’s wider effort to expand livelihood and employment opportunities for Mizoram’s youth.
Bana Kaih Focuses on Loans and Livelihoods
Bana Kaih began as a flagship handholding initiative aimed at improving access to financial, technical and institutional support. The scheme focuses particularly on farmers, entrepreneurs and people involved in livelihood activities.
The programme works with partner banks to provide loans to eligible beneficiaries. It also includes government support through interest subvention and bank guarantees.
Under the existing loan component, the government provides 100 per cent interest subvention for eligible loans. The scheme can facilitate project loans of up to Rs 50 lakh for eligible beneficiaries through partner banks.
The government has partnered with institutions including the State Bank of India, Mizoram Rural Bank and Mizoram Cooperative Apex Bank for the loan component.
Rs 46.37 Crore in Loans Sanctioned
Data presented during the launch showed progress under the existing loan component. Banks have sanctioned loans worth Rs 46.37 crore to 509 beneficiaries.
Officials also reported that the government had spent more than Rs 1.26 crore on guarantee fees and interest under the loan component. The figures indicate the scale of financial support provided through the programme so far.
The government has also encouraged beneficiaries to repay loans on time and use the funds for their approved projects. Lalduhoma stressed the need for stronger monitoring to ensure that projects achieve their intended objectives.
Support for Agriculture and Small Businesses
Bana Kaih 3.0 goes beyond youth employment and loan assistance. The new phase also covers agricultural procurement, infrastructure and livelihood projects.
The government has allocated Rs 350 crore for Bana Kaih during the 2026-27 financial year. Of this amount, Rs 150 crore has been earmarked for the procurement of key crops, including ginger, turmeric and broomsticks.
The scheme also supports projects such as a turmeric processing industry at Luangmual and a ginger processing unit at Sairang. Other initiatives include solar dryers, slicing machines, contract farming and facilities for drying and hay-making.
The government expects these projects to strengthen local value chains and create additional livelihood opportunities.
Ginger Farmers Receive Support
Agricultural procurement remains an important part of Bana Kaih. The government’s support-price programme has provided financial assistance to ginger farmers in Mizoram.
As of September 8, 2026, the government had paid Rs 50.68 crore to 11,655 ginger-growing families under the support-price programme. In 2025, the government paid Rs 140.84 crore to 22,155 farmers.
The government has also called for greater use of organic and permanent farming methods. Lalduhoma urged farmers and officials to gradually reduce dependence on chemical fertilisers brought into Mizoram from outside the state.
New Projects Under Bana Kaih 3.0
The third phase includes several new initiatives designed to strengthen entrepreneurship and agricultural activities.
These include the CM’s Innovation Challenge and the Mizoram Handholding Venture Capital Fund. The government also plans to support turmeric and ginger processing, contract farming and agricultural equipment.
The scheme includes wheat and maize contract farming as well as drying sheds and hay-making facilities at the Animal Husbandry and Veterinary Farm in Thenzawl.
A rehabilitation scheme is also proposed for Progress Partners whose projects fail because of circumstances beyond their control.
Government Calls for Better Project Monitoring
While launching Bana Kaih 3.0, Lalduhoma highlighted the importance of proper project monitoring. He urged beneficiaries to use government-supported funds responsibly.
The Chief Minister also asked beneficiaries to cooperate with government departments and partner banks. Better monitoring, he said, would help identify problems early and improve the implementation of projects.
The focus on monitoring comes as the government expands the scheme into new areas. Officials will need to track projects across agriculture, business, infrastructure and employment support.
Focus on Youth Employment and Economic Opportunities
The proposed Foreign Placement Loan adds an employment-focused element to the Bana Kaih programme. It could provide another financing route for young people who want to explore job opportunities outside Mizoram.
At present, the government has announced the proposal but has not released detailed rules for the facility. Further details will be required on eligibility, loan limits, repayment terms and the application process before young people can apply.
Bana Kaih 3.0 therefore combines several areas of support, including agricultural procurement, subsidised loans, infrastructure projects and entrepreneurship initiatives.
