The Tripura government has taken decisive action by cancelling the license of the controversial ‘Happiest Hour’ bar, which was recently opened on the top floor of the Urban Development Department’s multi-storied building, located south of the Rabindra Shata Varshiki Bhawan in Agartala.
In a special order issued by the District Magistrate (West) and Collector of Excise, Dr. Vishal Kumar, it was stated that “in exercise of the powers vested under Section 40 (1)(c) of the Tripura Excise Act, 1987, the license vide No. 97, dated 11.04.2025, issued in favour of Sri Goutam Debnath in the name of ‘Happiest Hour’ Bar stands cancelled with immediate effect.”
The order further directed the licensee, Sri Goutam Debnath, to immediately cease all operations connected with the bar and submit the original license documents to the office of the District Magistrate. Additionally, all stocks of liquor, beer, and related excise records, along with CCTV footage, are to be produced before the Superintendent of Excise for further action. Any violation of these directives will invite penal measures, including prosecution under the provisions of the Tripura Excise Act, 1987.
The decision comes in the backdrop of public outrage and protests over the establishment of the bar in such a sensitive location. Soon after its inauguration, reports had emerged suggesting that the venue was set to operate as a nightclub with music and dance facilities, sparking concerns among citizens and opposition parties. Many argued that its proximity to cultural landmarks made it an inappropriate venue for such activities.
By revoking the license, the administration has brought closure to what had become a matter of public and political debate in recent weeks. The move reflects the government’s intent to act firmly against activities perceived as controversial or against public sentiment.
Officials have clarified that the cancellation order is final and binding, with the Excise Department instructed to ensure full compliance. The step is being seen as a measure to uphold law, order, and cultural sensitivities in the city.
With this order, the state government has signaled that violations or controversies surrounding excise licenses will not be tolerated, thereby setting a precedent for future cases of regulatory enforcement.
