3200 MW thermal power project moves ahead now

Assam’s 3200 MW thermal power project in Dhubri has moved into a key implementation stage, with transmission planning advancing for the proposed plant at Chapar. Adani Power is developing the project after receiving a Letter of Award from the Assam government in November 2025.

The proposed greenfield plant will have four units of 800 MW each. Adani Power has said it plans to invest about Rs 48,000 crore in the project, making it one of the largest private power investments announced in Assam.

3200 MW thermal power project takes shape in Dhubri

The 3200 MW thermal power project is planned across villages in the Chapar revenue circle of Dhubri district. According to the Ministry of Environment, Forest and Climate Change, the project site covers 585 hectares, including 466.3 hectares of government land and 118.7 hectares of private land allotted through the Assam Power Distribution Company Limited.

The project will use ultra-supercritical technology and is classified as a Category A thermal power project under the Environment Impact Assessment framework. The ministry granted Terms of Reference for the environmental impact assessment in January 2026.

The approval allows the developer to undertake detailed studies needed for environmental clearance. However, the project still requires the necessary clearances before full-scale construction can proceed.

Transmission plans advance for 3200 MW thermal power project

Meanwhile, Assam Electricity Grid Corporation Limited has begun work linked to evacuating power from the proposed Chapar station. In September 2026, AEGCL issued a tender for transmission infrastructure to evacuate 3,200 MW from the upcoming generation station.

The tender covers infrastructure needed to connect the new generation capacity to the wider grid. Earlier, AEGCL had also sought financial support for two 400-kV substations and associated transmission lines linked to evacuation of the 3,200 MW generation.

These steps indicate that the state is planning the grid network alongside the proposed generation project. Reliable transmission will be essential once the plant begins producing electricity.

What the 3200 MW thermal power project will involve

The project proposal envisages four 800 MW units with a combined capacity of 3,200 MW. Environmental documents estimate coal use at about 13.27 million tonnes a year, with supplies proposed from Coal India-linked sources and nearby commercial mines through rail transportation.

The plant is also expected to require substantial water. Project documents estimate a fresh water requirement of 153,600 cubic metres a day, to be sourced from the Brahmaputra River, subject to the required permission.

The proposal includes environmental measures such as high-efficiency electrostatic precipitators, low-NOx burners, dust suppression systems and wastewater recycling. The developer has also proposed a 147-hectare greenbelt within the project area.

Investment and employment potential

Adani Power announced the Rs 48,000-crore investment in November 2025 as part of a wider Rs 63,000-crore energy investment package in Assam. Adani Green Energy separately proposed two pumped-storage projects with a combined capacity of 2,700 MW.

The company said the two investments could generate employment for about 30,000 people during the project phase. For the thermal plant itself, the environmental proposal estimates 400 permanent and 8,000 contractual jobs during construction, followed by 500 permanent and 2,000 contractual positions during operations.

The project could therefore create demand for construction services, logistics and other supporting activities in the area. However, the scale of the investment will also require continued regulatory scrutiny as the project moves through the approval process.

Next steps for the 3200 MW thermal power project

The 3200 MW thermal power project remains subject to environmental and other statutory approvals. The Ministry of Environment, Forest and Climate Change has prescribed detailed studies as part of the environmental assessment process.

At the same time, AEGCL’s transmission planning is creating the infrastructure needed to evacuate the proposed power. The latest tender for transmission infrastructure has a submission deadline of October 3, 2026.

For Assam, the project is being developed as part of a broader effort to add generation capacity within the state. The proposed plant will now depend on the completion of environmental assessments, regulatory approvals, transmission works and subsequent construction milestones before it can begin commercial generation.
