Arunachal Pradesh Home Minister Mama Natung recently met Governor Lt. Gen. K.T. Parnaik (Retd.) at Raj Bhavan in Itanagar. Their meeting focused on strengthening TCL region security in Tirap, Changlang, and Longding. These districts lie along the Indo-Myanmar border and are sensitive due to insurgent activities.

TCL Region Security: A Growing Concern
The three districts face constant threats from underground groups. These outfits often cross the porous border from Myanmar and create instability. Both the Governor and Home Minister discussed how to counter these threats with a strong and people-friendly approach.
Natung briefed the Governor about recent law and order developments in the TCL area. He highlighted efforts taken by the police and paramilitary forces to maintain peace. The Governor emphasized better coordination between agencies and more involvement of local leaders to achieve long-term stability.
Human-Centric Approach to Peacebuilding
Governor Parnaik urged a dual strategy—tighten security and improve development. He said that local communities must feel safe and included in the growth process. Only then can the region move away from violence and unrest.
Natung agreed and mentioned that lack of education, healthcare, and jobs often pushes young people toward militancy. The state government, he said, is already working on multiple projects to build schools, clinics, and roads in the TCL zone.
The two leaders stressed that enforcing TCL region security isn’t just about police or army presence. It also means earning the trust of local communities and listening to their grievances.
Security Forces, Intelligence, and Border Watch
The meeting also covered the status of ongoing counter-insurgency operations. Natung gave updates on troop deployment and recent actions against militant groups. The Governor urged the use of new technology for surveillance, including drones and satellite monitoring systems.
Both leaders supported increasing the number of police outposts in vulnerable areas. Quick-response teams and mobile patrols were also discussed as ways to handle emergencies. These moves are aimed at preventing ambushes and extortion activities that have plagued the region for years.
Governor Parnaik also asked the Home Minister to involve village heads and community guards in intelligence gathering. Local support, he said, would improve the efficiency of security agencies on the ground.
TCL Region Security Linked With Development
The Governor pointed out that poor infrastructure weakens security. Without roads, electricity, and phone networks, even the best forces can’t perform effectively. Natung agreed and outlined ongoing projects funded under the Border Area Development Programme (BADP).
These projects include road upgrades, water supply units, and renewable energy solutions for remote villages. He mentioned that improving living standards in the region is part of the state’s broader goal to end insurgency.
Governor Parnaik appreciated the state’s focus on inclusive development. He said the central government remains supportive and will assist wherever needed.
Engaging Civil Society and Youth
Another key part of the discussion involved the role of civil society. Both leaders said that student unions, youth groups, and women’s organizations must take part in peace efforts. Natung shared plans to launch skill-building programs and sports activities in these districts.
By creating job avenues and engaging youth constructively, the government hopes to reduce the appeal of insurgent groups. Community awareness programs are also being launched to inform residents about the dangers of militancy.
Parnaik called for increased interaction between officials and villagers. He said that trust-building visits from senior police and administrative officers would make a big difference. The goal is to reassure people and remind them that the state stands with them.
