Chief Minister Pema Khandu recently declared that the Viksit Arunachal youth development plan will place youth at the heart of the state’s transformation. Youth-Led Development for a Stronger Arunachal
Khandu made it clear: youth will drive the Viksit Arunachal mission. With 60% of the population under 30, investing in youth means investing in the state’s future.
He explained how the government is focusing on digital learning tools, smart classrooms, and skill training centers. Through these initiatives, the Viksit Arunachal youth development blueprint turns vision into action.

Better Education for Every Student
To begin with, the government has improved schools across all districts. Over 500 schools have been upgraded with smart boards, labs, and clean facilities under Mission Shiksha.
Digital tablets are being distributed to students in remote areas. This ensures equal access to online classes and learning apps. Teachers are also receiving special training to adopt modern teaching methods.
Importantly, the new school curriculum encourages critical thinking, creativity, and life skills. These elements are central to the Viksit Arunachal youth development framework.
Skill Development that Matches Local Needs
In addition to education, Khandu stressed the importance of skill training. New skill centers offer courses in carpentry, solar power, hospitality, handicrafts, and computer literacy.
The Chief Minister’s Yuva Kaushal Yojana provides free training along with placement support. So far, over 12,000 youth have completed their training and joined various industries.

Encouraging Youth to Launch Startups
The state has set up the Arunachal Pradesh Innovation and Investment Park (APIIP) to support young entrepreneurs. Located in Itanagar, this startup hub offers mentorship, office space, and seed funding.
So far, more than 100 youth-led startups have joined the hub. They are working in agriculture, IT, green energy, and traditional crafts.
Khandu encouraged youth to become job creators. To make that possible, the government has simplified the loan application process and reduced red tape.
Sports, Culture, and Personal Growth
Another key part of the Viksit Arunachal youth development model is physical and emotional well-being. New stadiums and training centers are coming up in Tawang, Pasighat, and Ziro.
Young athletes are being trained in boxing, archery, football, and athletics. Scholarships and travel support are available for those competing at the national level.
The state also runs leadership camps and soft skills workshops in schools and colleges. These help youth build confidence, improve communication, and learn how to lead their communities.
Digital Access for Every Village
To include every young person in the growth journey, the state is expanding rural internet connectivity. Over 3,000 villages are now linked through BharatNet fiber networks.
IT labs are being built in schools. Youth in even the most remote areas can now learn coding, graphic design, and AI-based tools.
According to Khandu, digital literacy is no longer optional—it is essential. He confirmed that new training modules will soon be available in local languages.
Vision 2047: A Developed Arunachal with Youth Power
CM Khandu aligned the Viksit Arunachal youth development strategy with India’s national goal of becoming a developed country by 2047. He believes that Arunachal’s youth will be a major contributor to that vision.
He called on students and young professionals to participate in the planning process. Youth are being invited to give feedback and pitch ideas through the state portal.
Furthermore, the state is partnering with national bodies like NITI Aayog and global experts to bring the best ideas to Arunachal.
