Assam Chief Minister Himanta Biswa Sarma inaugurated and laid foundation stones for projects worth over ₹500 crore in Dibrugarh on Tuesday. His visit marks a major boost to the region’s urban infrastructure, healthcare and education sectors.
The announcement included key projects like a ₹110 crore flyover, new facilities for Assam Medical College and Hospital (AMCH), and a cancer care unit. Additionally, the CM launched new education infrastructure at Dibrugarh University, underscoring his government’s commitment to the district’s holistic development.

Infrastructure Projects Get a Big Push
Chief Minister Sarma laid the foundation stone for a four-lane flyover from Chowkidinghee to Thana Chariali in Dibrugarh. The project, expected to ease growing traffic congestion in the town, will cost ₹110 crore and is targeted for completion within two years.
Speaking at the event, Sarma said, “Dibrugarh is the heart of upper Assam. This flyover will not only reduce traffic issues but also improve connectivity for businesses and residents alike.”
He also unveiled the plan for a major drainage system to curb waterlogging in low-lying parts of the town. The ₹80 crore drainage project is being implemented under the Atal Mission for Rejuvenation and Urban Transformation (AMRUT) 2.0.
Healthcare Facilities See Major Investment
The Chief Minister also inaugurated a state-of-the-art radiation therapy block at AMCH, costing ₹67 crore. This facility will significantly enhance cancer treatment capabilities in Upper Assam and reduce the need for patients to travel to Guwahati or outside the state.
In addition, he laid the foundation stone for a new 200-bed Super Specialty Block at AMCH with an investment of ₹156 crore under the Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM).
“Healthcare access is a top priority. With this new infrastructure, AMCH will become one of the most advanced medical facilities in eastern India,” Sarma noted.
Education and Youth Empowerment in Focus
Dibrugarh University will soon witness the construction of new hostels and academic blocks. Sarma launched a ₹50 crore expansion plan that includes a girls’ hostel, smart classrooms, and a research laboratory.
He emphasized the government’s aim to make Assam a hub of higher education. “We want our students to get the best facilities at home. Education is the foundation of Assam’s future,” the Chief Minister added.
Moreover, a new ITI will be set up in Dibrugarh with advanced trades to equip youth with skills relevant to today’s job market.

To preserve and promote the region’s cultural heritage, Sarma also announced the setting up of a cultural complex in Dibrugarh. The project, costing ₹15 crore, will house a modern auditorium, an art gallery, and a museum showcasing Assam’s ethnic diversity.

“Waterlogging and traffic are our daily problems. If these are addressed, life will get much better here,” said Arun Das, a shopkeeper in Chowkidinghee.
Many parents also praised the government’s attention to medical facilities. “Travelling to Guwahati for cancer treatment is financially draining. This new block at AMCH will be a big relief,” said a local resident.
