The Government of Manipur has approved a major Manipur police expansion. The plan includes the establishment of a new Secretariat Police Station in Imphal and the creation of multiple police posts across various districts.
This decision comes in response to the growing need for better administrative security and district-level law enforcement capacity. The State Cabinet, chaired by Chief Minister N. Biren Singh, cleared the proposal during a recent meeting in Imphal.

New Secretariat Police Station in Imphal
The most notable development under the Manipur police expansion plan is the approval of a dedicated police station for the State Secretariat. This facility will be located within the Secretariat complex in Imphal, which houses critical government offices and sees daily high-level movement.
According to officials, the new police station will streamline security for VIPs, staff, and visitors. Previously, the Secretariat relied on general jurisdictional support, which often delayed response times in case of emergencies.
Now, with a specialised unit, security coordination will become more effective and focused.
Creation of Additional Police Posts Across Districts
Beyond the Secretariat station, the Cabinet has also greenlit the creation of multiple police posts in newly formed and existing districts. These posts aim to address growing administrative challenges in areas affected by population increase, development activity, and shifting security needs.
The new police posts will be established in districts such as Tengnoupal, Kamjong, Kangpokpi, and Pherzawl. These areas have witnessed increased traffic and administrative activity in recent years.
By decentralising police presence, the government hopes to build stronger connections between law enforcement and the public.
Boosting Grassroots Security
Chief Minister N. Biren Singh highlighted that the Manipur police expansion reflects his administration’s commitment to both development and safety.
“Infrastructure without security is incomplete. We must empower our police system at the grassroots to ensure stable growth across the state,” he said.
The move also aligns with Manipur’s broader strategy to improve delivery of public services and enhance community trust in law enforcement.
Recruitment and Staffing Plans
Alongside infrastructure expansion, the government plans to recruit more personnel to fill the newly created posts. This includes constables, sub-inspectors, and support staff.
The recruitment will be carried out in phases. Initially, transfers and redeployment of existing personnel will cover urgent requirements. Later, open recruitment drives will take place to fill all vacant positions.
This strategy will not only reduce unemployment but also increase the capacity of the Manipur Police to handle law-and-order challenges.
Use of Modern Policing Tools
As part of the expansion, the government intends to introduce modern policing tools and digital systems at the new locations. These include:
- Computerised crime tracking systems
- Real-time surveillance
- Wireless communication upgrades
- Data-sharing networks with central agencies
The Secretariat Police Station will be fully equipped with digital infrastructure to monitor high-security zones within the capital.
Enhancing Public Trust and Responsiveness
The government believes that better police access and faster response time will help reduce crime rates and improve public perception.
New posts in interior and border areas will help address long-standing complaints regarding delayed police support. With quicker presence and local jurisdiction, police personnel will be able to resolve disputes more efficiently.
In addition, regular community outreach programmes will be conducted from these new posts to foster collaboration between officers and citizens.
Coordination with Central Security Forces
Many of the districts receiving new police posts also witness activity from central security forces like Assam Rifles and BSF.
The expansion will improve coordination between state and central agencies, especially in sensitive areas near the Myanmar border.
Officials have confirmed that joint task forces and intelligence-sharing units will operate from these new stations and posts.
Part of Broader Administrative Reform
The Manipur police expansion is one part of the state’s larger administrative reform drive. Over the past year, the government has introduced e-governance tools, launched new public welfare schemes, and initiated efforts to streamline bureaucratic processes.
Improving security is seen as the foundation for sustaining these reforms. CM Singh has repeatedly emphasised that effective governance begins with safe and responsive institutions.

The Secretariat Police Station is expected to become operational within the next few months. Tenders for infrastructure and equipment will be issued soon, and recruitment notifications will follow.
In the coming months, residents of Manipur can expect improved law enforcement services across both urban and rural areas.
