Meghalaya Chief Minister Conrad K Sangma inaugurated the second phase of the Shillong Technology Park on September 23. The Rs 121 crore project has come up at New Shillong Township in Umsawli.
The new phase adds around 1.8 lakh square feet of technology space. It marks a major expansion of Shillong’s growing information technology and business services sector.
Sangma said the project reflects a vision that began nearly two decades ago. He said the idea of an IT park and innovation hub in Shillong first took shape in 2008.
The Chief Minister described the inauguration as an important milestone for Meghalaya. He also said the technology park should develop beyond a conventional office complex and become a wider innovation hub.

Phase II Adds 1.8 Lakh Square Feet
The second phase provides around 1.8 lakh square feet of Grade-A technology space. It represents the largest single addition of dedicated IT space in Meghalaya so far.
The facility was already close to full occupancy before its formal inauguration. Sangma said this indicates strong demand for quality technology infrastructure in Shillong.
The park will host both Meghalaya-based companies and multinational firms. This mix is expected to create opportunities for local businesses to serve clients in domestic and international markets.
The expansion also provides additional space for companies that want to establish or grow operations in Shillong.
Agreements Signed With Technology Companies
Several agreements were signed during the inauguration ceremony. The companies include StaffFlex LLP, Shamrock AI and US-based multinational Alorica.
StaffFlex is a Shillong-based business process management company. It serves clients in the United Kingdom.
Shamrock AI already operates from Phase I of the technology park. The company will now expand its presence into the new facility.
Alorica will occupy two floors of the new building. This represents the largest single corporate commitment in Phase II.
The presence of these companies is expected to increase employment opportunities in the technology and business services sectors.
Artificial Intelligence Centre of Excellence
The new technology park will also house an Artificial Intelligence Centre of Excellence.
The centre will operate under the IndiaAI Mission of the Ministry of Electronics and Information Technology. It will add an AI-focused component to Shillong’s growing technology ecosystem.
The initiative could support research, training and innovation in artificial intelligence. It may also help young professionals gain exposure to emerging technologies.
The AI centre forms part of Meghalaya’s wider effort to build expertise in new digital technologies. The state has already promoted initiatives related to AI, digital learning and language technology.
Focus on Jobs and Local Companies
Sangma highlighted the importance of creating real employment opportunities through the technology park.
He said the presence of local companies alongside multinational firms showed that the park could support businesses originating in Meghalaya. Local companies can use Shillong as a base while serving customers in other parts of India and overseas.
The Chief Minister also stressed that the government wants measurable outcomes from its technology initiatives. He said the focus should remain on projects that create actual jobs and business opportunities.
This approach places employment at the centre of Meghalaya’s technology strategy.
Young Population Offers Talent Pool
Sangma also highlighted Meghalaya’s young population as an important advantage.
According to the Chief Minister, around half of the state’s population is below 20 years of age. He described young people as increasingly familiar with technology and global trends.
The government is working to develop this potential through skill development programmes.
The Meghalaya State Skill Development Mission and Meghalaya Skills programme are among the initiatives supporting workforce development. The state has also established a government engineering college.
A Skill University is planned near the technology park. The government expects these institutions to strengthen the local talent pool.
Industry Participation in Skill Development
Sangma called for greater participation from technology companies in skill development.
He said companies should help design training courses according to industry requirements. Such collaboration can help students develop skills that match changing market needs.
Industry-led training can also help identify specialised areas where Meghalaya can build expertise.
The government hopes this approach will reduce the gap between formal education and workplace requirements. It can also improve employment opportunities for young people entering the technology sector.
Infrastructure Around New Shillong
The Chief Minister said a technology park cannot function in isolation. He pointed to several infrastructure projects planned or underway around New Shillong.
These include the new Secretariat and administrative city. The government is also expanding hospitality infrastructure in the area.
The Shillong Airport runway extension is another major project. The government expects the expansion to improve connectivity for larger commercial aircraft.
Road projects connecting Shillong with Guwahati are also expected to improve access to the city. Better connectivity can support companies that need to attract employees, clients and business partners from outside Meghalaya.
Meghalaya Targets Wider Technology Hub
Sangma said Shillong should aim to become a centre of excellence for the Northeast, BIMSTEC and Southeast Asia.
The state government wants the city to attract technology companies while also supporting businesses founded within Meghalaya.
The development of technology parks forms part of this broader strategy. Phase II of Shillong Technology Park is expected to provide more space for companies and create additional employment.
The state’s 2026-27 budget had projected that Phase II of Shillong Tech Park and Tura Tech Park would together generate 4,000 direct and 11,000 indirect employment opportunities.
From IT Park to Innovation Ecosystem
The Shillong Technology Park was originally envisioned as more than an office complex. Sangma said the long-term goal is to create an ecosystem where innovation and entrepreneurship can grow.
The addition of an AI Centre of Excellence adds another element to that vision. Skill development programmes and educational institutions will provide support for workforce development.
The presence of both local and multinational companies can also create opportunities for knowledge sharing and professional growth.
The government hopes these elements will work together to strengthen Meghalaya’s technology sector.
