Mizoram Chief Minister Lalduhoma was appointed president of the ruling Zoram People’s Movement (ZPM) on September 21, as the party announced a new set of office-bearers for the 2026-28 term. The leadership change was announced at a function held at the ZPM office in Aizawl.
Lalduhoma succeeds Lalliansawta, who has remained inactive for some time due to health concerns. ZPM Val Upa Council (VUC) secretary Thangchungnunga formally announced the new leadership team at the event.
Lalduhoma Takes Charge as ZPM President
With his appointment, Lalduhoma will now hold the top organisational position in the ZPM while continuing to serve as Mizoram’s Chief Minister. The arrangement follows an amendment to the party constitution that cleared the way for the Chief Minister to hold an elected office-bearer position within the party.
The ZPM executive committee had earlier amended Clause 1 of Article 21 of its constitution. The provision previously prevented ministers from holding office-bearer posts in the organisation. The amendment created an exception for the Chief Minister, allowing Lalduhoma to take up the party presidency while remaining in government.
The change does not extend to other ministers. They remain barred from holding elected office-bearer positions under the existing provision.
New ZPM Leadership Team Announced
Along with Lalduhoma’s appointment, the party announced several other key positions for the new term.
Former Mizoram Assembly Speaker and current State Planning Board vice-chairman Dr Kenneth Chawngliana has been appointed senior vice-president. Hrangturzo MLA and Chief Minister’s political adviser Lalmuanpuia Punte has been named vice-president.
Lunglei West MLA T. Lalhlimpuia has been appointed treasurer. The appointments are part of the party’s organisational restructuring for the 2026-28 period.
The ZPM Val Upa Council, which serves as the party’s highest decision-making body, was entrusted with appointing the new office-bearers. The party had earlier decided not to conduct internal elections for selecting its leaders and office-bearers.
Leadership Change Follows Vacancies
The leadership restructuring comes after several existing office-bearers became inactive. Lalliansawta, the outgoing president, has been unable to remain active because of health-related concerns.
The party also shortened the tenure of its existing office-bearers, which was originally expected to continue until next year. In April, senior vice-president W Chhuanawma had sought leave from his party position, citing persistent health concerns.
The changes allowed the ZPM to fill vacant positions and reorganise its leadership structure for the next term.
ZPM Tests New Party-Government Arrangement
Lalduhoma’s appointment creates a new arrangement within the ZPM, with the Chief Minister also serving as the party president. The move follows the constitutional amendment that specifically permits the Chief Minister to hold an elected party position.
After being appointed president, Lalduhoma said the ZPM would test the new arrangement. According to NE NOW, he indicated that the party could return to an alternative system if the arrangement did not work.
The development marks a change from the party’s earlier organisational structure, under which ministers could not simultaneously hold elected office-bearer positions.
Focus on the 2026-28 Term
The new office-bearers will guide the ZPM’s organisational activities during the 2026-28 term. The restructuring gives the party a fresh leadership team at a time when it is preparing for its next phase of political and organisational work.
