At a national seminar held today in Delhi, climate experts and policymakers made a compelling case for urgent Northeast climate plans tailored to the region’s unique environmental challenges.
The seminar, titled “Building Climate Resilience in Northeast India”, highlighted how national climate policies have largely overlooked local vulnerabilities—putting the region’s people, ecosystems, and infrastructure at increasing risk.

Northeast India—comprising states like Assam, Arunachal Pradesh, and Meghalaya—is among the most climate-sensitive areas in the country. Experts from the National Institute for Climate Change Studies (NICCS) emphasized that its steep terrain, biodiversity, and rural populations demand customized climate strategies.
“We need localized responses, not broad national frameworks,” said Dr. Ritu Agarwal, a climate researcher at NICCS. “Northeast climate plans must reflect the ecological and cultural diversity of the region.”

Recent IMD data shows:
- A 30% increase in flash floods in the last five years
- Disruption of roads and railways due to frequent landslides
- Rural displacement in Assam and Tripura caused by water stress and crop failure
One example is the Barak Valley rail disruption, where monsoon-triggered landslides have repeatedly cut off access for thousands.
What Effective Northeast Climate Plans Should Include
A Blueprint for State-Led Action
Panelists proposed the following steps for crafting effective Northeast climate plans:
- Create or update State Action Plans on Climate Change (SAPCCs)
- Set up local climate monitoring units
- Promote community-based adaptation with indigenous knowledge
- Build resilient infrastructure using green materials and practices
“Decentralization is key,” said Anurag Dey, a policy advisor. “Each state in the Northeast must lead its own adaptation roadmap.”
Government and NGO Commitments
The Ministry of Environment, Forest and Climate Change (MoEFCC) announced the launch of a Northeast Climate Task Force to assist state governments. NGOs like NE-GreenWatch and agencies such as UNDP India offered support in funding, data-sharing, and capacity-building.
This aligns with broader initiatives like critical minerals development in the Northeast, which require a sustainable, climate-aware approach.
