TRLM and ICAI Jointly Organise Capacity-Building Programme
A two-day financial literacy workshop began on Thursday at the State Panchayat Resource Center (SPRC) Conference Hall in Agartala. The Tripura Rural Livelihood Mission (TRLM) is organising the programme in collaboration with the Institute of Chartered Accountants of India (ICAI).
ICAI functions under the Ministry of Corporate Affairs, Government of India, and serves as the country’s largest professional accounting body. The institute was established on July 1, 1949, under the Chartered Accountants Act, 1949, and plays a key role in promoting financial accountability across sectors.

Participation from Four Districts
The inaugural session drew participants from South Tripura, North Tripura, Sepahijala, and Gomati districts. Community Level Federation (CLF) office bearers, block-level staff, and district-level officials took part in the programme.
TRLM Chief Executive Officer Tarit Kanti Chakma formally inaugurated the workshop. Dy CEO of TRLM and senior ICAI officials were also present during the opening session.
Focus on Financial Discipline at the Grassroots
Addressing the participants, Chakma highlighted the importance of strong financial systems at the grassroots level. He said proper financial management ensures transparency, accountability, and long-term sustainability of livelihood initiatives.
He urged CLF office bearers to maintain strict financial discipline. According to him, timely tax filing, accurate bookkeeping, and regular audits are essential for the smooth functioning of community institutions.
Moreover, Chakma noted that TRLM had requested ICAI to conduct similar workshops across all eight districts of Tripura. The aim is to strengthen financial governance within self-help groups and federations across the state.
TRLM Achieves Major Banking Milestones
During the session, Chakma also shared key achievements of the Tripura Rural Livelihood Mission. He informed that TRLM has already achieved 96.2 per cent of its bank loan target for the financial year 2025–26.
Out of the total target of ₹600 crore, banks have sanctioned ₹577 crore, which accounts for 92.6 per cent of the target. Notably, this progress has been achieved with nearly two months remaining in the financial year.
In addition, Chakma highlighted the recent disbursement of ₹100 crore to nearly one lakh “Lakhpati Didis”. The programme was launched by the Chief Minister to promote sustainable livelihoods and women’s economic empowerment.
ICAI Experts Guide Participants
Representing ICAI, Dixit, CA Pinky Agarwal, and CA Abhijeet Kolapkar attended the workshop as resource persons. They provided detailed guidance on financial literacy, compliance, and accountability.
The experts explained key aspects of financial record-keeping, audit processes, and regulatory requirements relevant to community institutions. They also addressed common challenges faced by grassroots organisations in managing funds effectively.
Strengthening Financial Governance in Rural Tripura
Through this collaborative initiative, TRLM aims to build stronger financial systems within community-based organisations. The workshop is expected to improve transparency in fund utilisation and enhance confidence among banking institutions.
Officials believe that such capacity-building efforts will contribute significantly to the success of livelihood programmes across rural Tripura. The second day of the workshop will continue with technical sessions and interactive discussions.
