The Umrangso cement plant project has emerged as a major part of Assam’s industrial expansion plans, bringing an investment proposal worth Rs 11,000 crore to Dima Hasao district. The project is expected to strengthen cement manufacturing and create employment opportunities in the hill district.
The proposed investment is linked to JK Lakshmi Cement and its subsidiary, Mahabal Cement Private Limited. It forms part of the Assam government’s wider effort to attract large industries, expand manufacturing and encourage economic activity in areas that have traditionally seen limited industrial development.
Umrangso Cement Plant Gets Rs 11,000-Crore Investment Push
The Rs 11,000-crore investment proposal was announced during the Advantage Assam 2.0 investment summit in March 2025. Mahabal Cement signed a Memorandum of Understanding (MoU) with the Assam government to establish a major cement manufacturing complex in Dima Hasao.
According to company representatives, the investment will take place in phases. The proposed complex will include clinker manufacturing, cement production and facilities for value-added construction materials.
The first phase is expected to include a clinker unit, a cement manufacturing unit, a ready-mix concrete (RMC) plant and facilities for producing autoclaved aerated concrete (AC) blocks.
Company representatives also indicated that the project could generate more than 3,000 direct and indirect employment opportunities during its initial phase. However, the final employment figures will depend on the project’s implementation and operational requirements.
The investment is significant for Assam because it aims to expand industrial activity beyond the state’s established commercial centres.
Land Allocation and Umrangso Cement Plant Concerns
The proposed Umrangso cement plant has also attracted attention over land allocation and environmental concerns.
In 2025, the allotment of around 3,000 bighas of land to the company became the subject of proceedings before the Gauhati High Court. The court raised questions about the scale of the land allocation in Dima Hasao, a district governed under the Sixth Schedule of the Constitution.
The concerns included the protection of tribal rights and the possible environmental impact of the proposed industrial project.
Following the court’s observations, the Assam government constituted a three-member committee to examine the land allotment. The committee reportedly concluded that the land allocation was not disproportionate to the requirements of establishing the factory.
However, the court sought further clarity on the issues it had raised. These included the interests of local communities and the environmental implications of the project.
The matter highlights the importance of balancing industrial investment with land rights, local participation and environmental safeguards.
Assam Pushes Industrial Growth in Dima Hasao
The Umrangso cement plant proposal reflects Assam’s broader strategy to attract large investments and strengthen its manufacturing sector.
Dima Hasao has considerable potential for cement-related industries because of its mineral resources, including limestone. Such resources can support cement production and reduce the need to transport certain raw materials over long distances.
Moreover, a large manufacturing complex could create demand for transport, construction, equipment maintenance and other supporting services.
Local businesses may also benefit from increased economic activity if the project moves forward. Workers could find opportunities in construction, plant operations, logistics and associated industries.
However, these benefits will depend on how effectively the company implements its investment commitments and involves local communities.
New Cement Investment Adds Momentum to Assam’s Plans
The industrial push has gained further attention following developments on October 30, 2026.
Chief Minister Himanta Biswa Sarma announced that he was travelling to Dima Hasao to perform the Bhumi Pujan for a separate Rs 1,800-crore cement manufacturing unit. He described the development as a symbol of Assam’s progress towards peace, security and economic growth.
The Chief Minister also connected the occasion with the October 30, 2008 serial bomb blasts in Assam. He said the state’s development projects represented a shift away from the violence that had affected the region.
The Rs 1,800-crore announcement and the earlier Rs 11,000-crore investment proposal should be distinguished. They are separate reported project announcements, and their investment figures should not be treated as the cost of a single plant.
Nevertheless, both developments underline the growing importance of Dima Hasao in Assam’s industrial plans.
Umrangso Cement Plant Could Transform Regional Opportunities
The proposed Umrangso cement plant represents a significant opportunity to expand industrial activity in Dima Hasao. Its planned investment, manufacturing facilities and employment potential could support the district’s economic development.
At the same time, successful implementation will require attention to environmental protection, land-related concerns and the rights of local communities.
The government’s challenge will be to ensure that industrial expansion delivers lasting benefits to residents rather than focusing only on investment figures.
Overall, the Umrangso cement plant proposal highlights Assam’s ambition to build a stronger manufacturing economy. Its progress could become an important test of how the state combines industrial growth with sustainable development in its hill districts.
