Mizoram’s Home Minister Lalnghinglova Sailo has praised the success of key initiatives launched by the Zoram People’s Movement (ZPM) government during its first year in office. Speaking to the media in Aizawl, Sailo stated that the ZPM flagship schemes performance has already delivered visible improvements in areas such as healthcare, youth support, and rural welfare.
He credited Chief Minister Lalduhoma’s leadership for rolling out inclusive and transparent development programs within a short time. “We are seeing positive outcomes in all sectors. Our schemes are reaching the people who need them most,” the minister said.

Flagship Programs Drive Development
Since taking office in December 2023, the ZPM-led government has focused on reviving basic services and reducing dependency on central schemes. It launched a set of flagship programs that prioritize healthcare access, education aid, women’s welfare, and rural infrastructure.
One of the key achievements under the ZPM flagship schemes performance banner is the free primary healthcare initiative. The government has strengthened primary health centers in remote districts, ensured availability of essential medicines, and increased rural doctor deployment.
Another scheme that drew praise was the “Zoram Farmers Support Mission,” which offers direct financial assistance and seed subsidies to local farmers. This has reportedly led to higher crop yields and reduced migration to urban centers.
Youth and Women Benefit From Welfare Focus
Minister Sailo highlighted that the ZPM government has placed youth and women at the center of its development agenda. Under the “Zoram Youth Development Fund,” hundreds of unemployed youth have received skill training, startup capital, and placement support.
For women, the government has introduced self-help group (SHG) financing schemes and maternity benefit programs. These initiatives have empowered rural women to become financially independent and contribute to household income.
According to Sailo, such results show that ZPM flagship schemes performance is not just measured by numbers, but by the positive impact on lives. “Real development means real change at the grassroots, and that is what we are delivering,” he said.
Transparent Governance a Key Feature
Transparency and accountability remain central to the ZPM government’s policy model. All flagship programs are monitored through an online dashboard, allowing citizens to track scheme progress and access updates.
Officials have also conducted public outreach sessions in every district to explain how the schemes work. This approach has reduced middlemen intervention and helped build trust between the government and the people.
Minister Sailo noted that such openness has improved both public service delivery and citizen engagement. “We don’t want to just announce schemes—we want the people to take ownership of them,” he added.
Opposition Acknowledges Progress
Even members of the opposition have informally acknowledged the pace of development. While some critics argue that more time is needed to judge long-term impact, many agree that the first-year ZPM flagship schemes performance sets a strong foundation.
The Home Minister also welcomed constructive feedback, saying it helps fine-tune implementation. He reiterated that the ZPM administration values dialogue and remains open to suggestions from civil society and political opponents alike.
Focus on Rural and Remote Regions
One of the most notable successes of the ZPM government has been its outreach to rural and remote villages. Road connectivity, solar lighting, and water supply projects under the flagship programs have reached border areas often neglected in past regimes.
In districts like Lawngtlai, Saitual, and Champhai, local residents have reported better access to basic services. For many, this marks the first time that a state government has delivered on promises so quickly and consistently.
These examples, according to Sailo, reflect the inclusive nature of the ZPM flagship schemes performance model.
More Initiatives in the Pipeline
Minister Sailo confirmed that more programs will be launched in the coming months, especially in the fields of disaster management, school infrastructure, and mental health services. He also hinted at a new e-governance platform to streamline citizen access to welfare schemes.
The government is currently reviewing feedback collected during public hearings and village outreach tours. This feedback will help refine second-phase rollouts for major schemes in 2025.
The first year of the ZPM government has shown that political will, people-first planning, and local accountability can deliver real progress. Minister Lalnghinglova Sailo’s remarks reflect the growing confidence in ZPM flagship schemes performance as a model of inclusive governance. As Mizoram looks to sustain this momentum, the government remains focused on transparency, delivery, and continuous improvement.
