The Assam government has proposed the establishment of India’s first Divyang University, dedicated to the education and skill development of individuals with disabilities. On February 8, 2025, Assam’s Minister for Social Justice and Empowerment, Pijush Hazarika, met with Union Minister Virendra Kumar in New Delhi to discuss this initiative.

Proposal Highlights

Minister Hazarika emphasized the critical need for a specialized institution that caters to the unique educational requirements of differently-abled individuals. He highlighted that such a university would not only provide tailored academic programs but also focus on skill development, thereby enhancing the employability and self-reliance of persons with disabilities. The proposal includes the provision of hostel facilities under the PM-AJAY scheme to accommodate students from various regions.

Assam’s Commitment to Disability Inclusion

This proposal aligns with Assam’s ongoing efforts to support the differently-abled community. The state has previously introduced initiatives such as the “Divyang Students’ Jalpani Yojana,” offering financial assistance to students with disabilities from primary to postgraduate levels. Additionally, the Assam government has been proactive in allocating resources through its Divyang Budget, aiming to ensure targeted support for persons with disabilities.

National Context

The concept of a university exclusively for differently-abled students is gaining traction in India. In mid-2024, the Jharkhand government announced plans to establish eastern India’s first Divyang University in Ranchi, focusing on providing specialized educational arrangements and courses tailored to the needs of disabled students.

Looking Ahead

The Assam government’s proposal for a Divyang University underscores its commitment to creating an inclusive educational environment. By focusing on the empowerment of individuals with disabilities, the state aims to set a precedent for others to follow, ensuring that education becomes a tool for inclusivity and equal opportunity across the nation.
