The Dibrugarh district administration has ordered the relocation of the city’s Bus and Traveller Stand to the Murlidhar Jalan Bus Terminus (MJBT) from June 19, 2026, to improve traffic management and road safety. The move comes in response to ongoing and upcoming infrastructure projects, including the Mancotta Road Railway Over Bridge (ROB) and the proposed Amulapatty Flyover.
Authorities stated that heavy vehicle movement within the city has become increasingly challenging due to construction activities and limited road capacity. Under the new arrangement, buses and traveller vehicles will operate from MJBT, while school and college buses have been exempted. The administration believes the decision will help reduce congestion, improve commuter safety, and support smoother urban mobility in Dibrugarh.

Dibrugarh Administration Announces Traffic Management Plan
The Dibrugarh district administration has decided to shift the Bus and Traveller Stand to the Murlidhar Jalan Bus Terminus (MJBT) from June 19, 2026.
The move aims to reduce traffic congestion and improve road safety. Additionally, it will help authorities manage traffic during major infrastructure projects.
Under the new rules, buses and traveller vehicles will not operate beyond MJBT. However, school and college buses have been exempted from the restriction.
Infrastructure Projects Behind the Decision
The Office of the District Commissioner issued the order after reviewing concerns raised by the Public Works Roads Department (PWRD).
According to officials, the proposed Amulapatty Flyover project could increase traffic congestion during construction. Furthermore, authorities fear that accident risks may also rise if heavy vehicles continue operating inside the city.
The department also noted that the planned service roads will mainly support light vehicles and two-wheelers. Therefore, restricting heavy vehicles was considered necessary.
ROB Construction Adds Pressure
Meanwhile, the ongoing construction of the Mancotta Road Railway Over Bridge (ROB) has already affected traffic movement.
As a result, heavy vehicles face difficulties entering and leaving Dibrugarh. Consequently, city authorities have been looking for solutions to ease traffic pressure.
Officials believe the new arrangement will improve vehicle movement. Moreover, it will help maintain smoother traffic flow across key city roads.
Regional Transport Authority Reviews Situation
The decision was discussed during a Regional Transport Authority (RTA) meeting held on June 10.
During the meeting, members reviewed traffic challenges linked to the ROB construction and the proposed flyover project. In addition, they examined the implementation of Supreme Court road safety directives.
After detailed discussions, members unanimously supported regulating bus and traveller movement within the city. They stated that the measure would improve public safety and traffic management.
Existing Bus Stops Create Congestion
According to the administration, many bus stops are located along the State Highway, formerly known as Old NH-37.
However, these locations lack proper parking facilities and terminal infrastructure. As a result, buses often occupy road space and create congestion.
Furthermore, officials said these conditions increase safety risks for commuters and motorists. Therefore, shifting operations to MJBT was considered a practical solution.
Agencies Assigned for Implementation
To ensure a smooth transition, a joint team has been formed. The team includes officials from the Dibrugarh Municipal Corporation, District Transport Office, and Dibrugarh Traffic Police.
The team will assess preparedness and coordinate implementation. Additionally, it will monitor the transition process and address operational issues.
Meanwhile, Dibrugarh Traffic Police will issue route maps and traffic advisories for transport operators.
Feeder Services for Passengers
The District Transport Officer has also been directed to arrange feeder transport services.
These services will connect passengers to and from MJBT. Consequently, commuters are expected to face fewer difficulties after the relocation.
Authorities believe the additional transport network will improve accessibility. Moreover, it will make the transition more convenient for the public.
Strict Enforcement Planned
The administration has instructed transport authorities to strictly enforce the new regulations.
Furthermore, operators have been asked to cooperate with officials during the transition period.
According to the order, violations will attract legal action under Section 223 of the Bharatiya Nyaya Sanhita (BNS).
Therefore, authorities have urged all stakeholders to follow the new guidelines and support safer traffic management in Dibrugarh.
