In a key development towards administrative restructuring, the Assam Government has released the final delimitation order for 81 villages. And, incorporated into the Bodoland Territorial Region (BTR). This marks a crucial shift in the governance of the Bodoland Territorial Council (BTC).
Delimitation Order Approved by Assam Governor
The final order, approved by the Governor of Assam, follows months of stakeholder consultation and public engagement. Further, these 81 villages had been brought under BTR jurisdiction through a series of official notifications by the Welfare of Bodoland Department.
The relevant notifications include:
- Notification No. E-233475/272 dated December 31, 2022
- Notification No. E-233475/303 dated November 6, 2023
- Notification No. E-233475/387 dated September 21, 2024
These laid the foundation for formal inclusion and delimitation of these villages.
Draft Delimitation Shared for Public Feedback
In line with Rule 3(2) of the Bodoland Territorial Council (Election) Rules, 2004, a draft delimitation order was issued earlier for public scrutiny. Moreover, a seven-day window was given for objections, suggestions, and inputs from all stakeholders.
Community organizations, political parties, and citizens actively participated in the process. Also, the government took these views into account before finalising the final order.
The delimitation was supervised by an appointed authority under Notification No. E-610598/125, dated June 3, 2025.
Restructuring BTC Governance
The newly delimited areas will now be integrated into the BTC electoral and administrative framework. This move is seen as an effort to streamline local governance and ensure fair representation in the upcoming council elections.
With the inclusion of these villages, administrative services and development initiatives are expected to get a major boost in the extended BTR region.
Community Response Mixed but Hopeful
While many welcomed the government’s step, a few organizations called for increased transparency and longer consultation windows. However, the majority agreed that bringing these villages under BTC’s fold was long overdue.
“We hope this will bring development closer to our homes. We need schools, roads, and health centres,” said a resident of one of the newly added villages in Baksa district.
Political Reactions
BTC Chief Executive Member (CEM) Pramod Boro termed the delimitation a “historic moment” for Bodo self-governance.
He added, “This is a vital administrative reform that empowers the people and strengthens the BTR accord’s vision.”
Opposition parties, while supporting the delimitation in principle. Although, urged the government to maintain fairness in political representation.
Legal Framework for Future Elections
With the new delimitation, the upcoming Bodoland Territorial Council elections will include these 81 villages. Lastly, the Election Commission of Assam is expected to revise the electoral rolls and polling arrangements accordingly.
Development Boost Expected
The move is anticipated to bring enhanced focus on rural infrastructure, local employment, and public welfare in the newly added regions.
Moreover, the Welfare of Bodoland Department has assured that integration-related development schemes are already under process.
