Imphal, April 12, 2025 – In a landmark step towards restoring stability and trust in a region deeply affected by unrest, His Excellency Shri Soumyabrata Sengupta, senior leader of the Bharatiya Janata Party (BJP), concluded a high-impact visit to Manipur today. The week-long mission, which began on 6th April, was characterised by purpose-driven engagement and development-oriented consultation, underscoring a firm commitment to rebuilding both infrastructure and community relations on the ground.
With President’s Rule currently in place and direct administrative oversight under the Hon’ble Governor, the timing of this visit allowed for open discussions and actionable pathways that could be implemented without political hindrance. Sengupta’s interventions were met with optimism and appreciation across community stakeholders, administrative circles, and public forums.
Community-Centric Engagements
Throughout the visit, Sengupta met with tribal leaders, valley community elders, women’s associations, displacement camp coordinators, and student organisations. These meetings were marked by deep listening, transparent dialogue, and shared intent toward resolving long-standing grievances through sustainable and inclusive mechanisms.
Key issues addressed included:
- Rehabilitation of internally displaced persons
- Protection of vulnerable women and children
- Combating misinformation and restoring community trust
- Creating localised employment opportunities and mental health support frameworks
Launch of the Manipur Progress and Peace Framework (MPPF)
A major highlight of the visit was the launch of the Manipur Progress and Peace Framework (MPPF)—a collaborative and non-partisan initiative designed to accelerate the rebuilding process in affected districts.
The MPPF includes:
- Structured support for internally displaced families
- Skill development and livelihood creation for the region’s youth
- Mental health and trauma recovery services
- Preservation of indigenous cultural and artisanal practices
- Establishment of a Civil Reconciliation Council involving educators, peace-workers, and former administrators
A Message of Responsibility and Hope
Addressing the local media at a public briefing in Imphal, Sengupta stated:
“Manipur deserves peace, dignity, and the right to dream again. This is not merely a matter of governance—it is a test of our collective will to restore stability, confidence, and unity in the region. With President’s Rule in effect, we have the rare opportunity to implement high-priority changes without delay. The people have waited long enough. This visit was my way of assuring them that action is on the table—not just words.”
He added that true change in Manipur cannot be achieved through isolated effort. In this spirit, Sengupta confirmed that he would be working in close coordination with leaders from across the political spectrum—alongside senior bureaucrats, military officials, and law enforcement personnel to ensure transparent execution and sustainable progress.
Broad-Based Reception
The visit drew support from across ideological and institutional boundaries. Local NGOs, conflict-resolution experts, and members of the academic community noted the maturity and inclusivity of Sengupta’s approach. Several women’s groups and youth representatives publicly acknowledged the visit as “the first of its kind in months that brought people together rather than polarising them.”
