Manipur Chief Minister Yumnam Khemchand Singh has called for peace and improved tourism infrastructure to revive the state’s tourism sector. He said tourists would not return in large numbers unless Manipur restores a peaceful environment.
The Chief Minister made the remarks while addressing a World Tourism Day 2026 programme at Sangai Ethnic Park in Moirang Khunou, Bishnupur district, on Sunday. Governor Ajay Kumar Bhalla also attended the programme. This year’s event focused on the theme, “Digital Agenda and Artificial Intelligence to Redesign Tourism.”

Peace Essential for Tourism Growth
Khemchand said peace remains a key requirement for rebuilding Manipur’s tourism industry. He noted that the prolonged crisis has severely affected tourist arrivals and the revenue generated by the sector.
According to the Chief Minister, Manipur received around 1.75 lakh tourists in a year before the 2023 crisis. He said tourist arrivals have since declined sharply because of the prevailing situation in the state.
He also stressed that the government cannot restore peace on its own. Khemchand called for collective efforts from different sections of society to create an environment where visitors feel safe.
The Chief Minister has made similar appeals for cooperation in recent weeks. On September 22, he urged people to set aside political differences and work together to restore peace and secure the future of younger generations.
Tourism Infrastructure Needs Improvement
Khemchand said simply beautifying tourist destinations would not be enough to bring visitors back. He called for better tourism itineraries, facilities and infrastructure.
The Chief Minister said the state needs facilities that can meet the expectations of international tourists. Better connectivity, accommodation, visitor services and organised tourism experiences could help improve the overall travel experience.
His remarks also point to the need for a broader approach to tourism development. Instead of focusing only on individual tourist attractions, authorities need to strengthen the infrastructure and services surrounding them.
Tourist Arrivals Have Fallen
The decline in tourist arrivals has affected one of Manipur’s potential sources of revenue and employment.
Khemchand compared Manipur’s tourism situation with neighbouring Mizoram and Sikkim. He said Mizoram now receives more than eight lakh tourists annually, while Sikkim attracts more than 17 lakh visitors each year.
The Chief Minister linked the higher tourist numbers in those states to their comparatively stable law-and-order environments. He used the comparison to underline the importance of restoring normalcy in Manipur.
The tourism slowdown has also affected businesses and workers who depend on visitors. Hotels, restaurants, transport operators, guides, artisans and other tourism-linked businesses can all benefit when visitor numbers increase.
Government Focuses on Digital Tourism
The World Tourism Day programme also highlighted the growing role of technology in tourism.
Governor Ajay Kumar Bhalla and Chief Minister Khemchand attended the event, which focused on the use of digital technology and artificial intelligence to reshape tourism.
The state government relaunched the revamped Explore Manipur – Reimagining Tourism portal during the programme. The platform aims to provide visitors with information about destinations and tourism experiences in the state.
Bhalla also highlighted the importance of technology in helping travellers discover destinations and plan their trips.
Digital platforms can help tourism authorities promote lesser-known destinations, provide travel information and connect visitors with local tourism services.
Homestays to Support Local Communities
The Governor also highlighted the government’s efforts to promote homestays.
Under the initiative, local families can convert their homes into tourist accommodation. The approach can help distribute tourism income directly to communities instead of concentrating economic benefits around major hotels and established tourism businesses.
Homestays can also provide visitors with opportunities to experience local food, traditions and everyday life.
Bhalla said Manipur’s tourism potential extends beyond its landscapes and monuments. He highlighted the importance of the state’s people, communities and distinctive traditions in creating tourism experiences.
Tourism Can Create Jobs and Local Opportunities
Tourism stakeholders have also emphasised the sector’s potential to generate employment and support local businesses.
Additional Chief Secretary Anurag Bajpai said Manipur has the potential to become a major tourism destination. He called for collective efforts to develop experiences that can attract visitors while addressing the challenges facing the industry.
Tourism can create opportunities for young people, artisans, performers, farmers, local guides and homestay operators. It can also support restaurants, transport services and small businesses connected with the visitor economy.
ISL Match to Bring New Attention
The state government also announced that NorthEast United FC will bring an Indian Super League match to Manipur for the first time.
The match is scheduled for November 24. Officials expect major sporting events to create additional opportunities to showcase the state and attract visitors.
The event could also provide a platform for local businesses and tourism operators to engage with visitors from outside Manipur.
Peace and Development Remain Linked
Khemchand’s tourism appeal comes as the state continues efforts to restore normalcy and revive economic activity.
The Chief Minister has previously linked peace with economic development. During a recent programme at Don Bosco College, Maram, he said restoring peace was necessary for building a developed Manipur and a stronger economy. He also highlighted the economic impact of the prolonged crisis.
For the tourism industry, restoring visitor confidence will remain closely connected to the wider security situation.
