Arunachal Pradesh Chief Minister Pema Khandu has reaffirmed his commitment to building a more efficient and responsive administrative system by promoting Mission Karmayogi civil service training across the state. The initiative, which aligns with the Government of India’s larger reform plan, aims to equip civil servants with the right skills, attitude, and digital knowledge for modern governance.

The chief minister made these remarks during a recent review meeting held in Itanagar, where he emphasized the importance of continuous learning and professional development for government officials.

Khandu’s Vision for Dynamic Governance

CM Khandu noted that traditional methods of administration are no longer sufficient to meet the evolving expectations of citizens. Therefore, modernisation of the bureaucracy is not just an option but a necessity.

“We must empower our officers with tools and training that make them agile, responsive, and citizen-focused,” he stated. According to him, Mission Karmayogi civil service training offers a structured and scalable model for developing such competencies.

He stressed that effective governance in remote and diverse regions like Arunachal depends heavily on well-trained officers who understand both policy and ground realities.

What is Mission Karmayogi?

Mission Karmayogi is a flagship programme launched by the Government of India in 2020. It aims to transform India’s bureaucratic ecosystem into a future-ready force.

The initiative introduces continuous training modules, performance-linked incentives, and role-based learning through the Integrated Government Online Training (iGOT) platform.

Under this mission, officers can access digital courses and skill-building tools that align with their job profiles. The ultimate goal is to make the bureaucracy more efficient, accountable, and people-centric.

Arunachal’s State-Level Push

While Mission Karmayogi is a central initiative, states are encouraged to adopt and adapt it according to local needs. Arunachal Pradesh has responded actively.

CM Khandu’s administration has already begun mapping the competencies required for different departmental roles. These findings will help tailor training modules for officers in key areas like health, education, rural development, and digital governance.

Moreover, the Department of Administrative Reforms is coordinating with the central government to ensure smooth integration of the iGOT platform into the state’s administrative training systems.

Focus on Young Officers

In his address, Khandu highlighted the need to focus especially on young and newly appointed officers. “We have a generation of young officers who are tech-savvy and eager to make a difference. With the right training, they can drive real change in our state,” he remarked.

He also urged department heads to encourage their teams to actively participate in Mission Karmayogi modules and to treat continuous learning as a professional responsibility.

Building Accountability and Transparency

Mission Karmayogi is not only about skills; it also focuses on attitude, ethics, and transparency. CM Khandu believes this approach is vital in building trust between the government and citizens.

He said, “Training must go beyond file work. Officers should learn how to listen, empathise, and serve. Accountability begins with self-awareness and readiness to improve.”

To support this vision, the government plans to monitor participation and learning progress through digital dashboards. This data-driven tracking will help departments identify gaps and take corrective measures quickly.

Departmental Readiness and Coordination

The chief minister has asked all departments to appoint nodal officers to coordinate with the state training unit. These officers will be responsible for identifying learning needs, enrolling staff, and submitting periodic progress reports.

Furthermore, the Personnel and Administrative Reforms department will soon conduct workshops to familiarise senior officials with the features of the iGOT platform. This will ensure smooth adoption of the new digital training framework.

Enhancing Public Service Delivery

Ultimately, the purpose of Mission Karmayogi civil service training is to improve public service delivery. Better trained officials mean quicker grievance redressal, smoother implementation of welfare schemes, and more efficient use of resources.

CM Khandu stressed that a capable bureaucracy is the backbone of development. When officers understand their roles clearly and possess up-to-date knowledge, the entire system becomes faster and more effective.

A Model for Other Northeastern States

Arunachal’s approach under Khandu’s leadership could serve as a model for other Northeastern states. By embracing digital training and skill-based learning, the state is paving the way for a new era of governance rooted in competence and service.
