Nagaland Chief Minister Neiphiu Rio has strongly advocated for the establishment of an apex tribal court to ensure timely, cost-effective, and culturally appropriate justice. Speaking at the Sekrenyi festival-cum-Mini Hornbill event at Kisama on Wednesday, Rio emphasized the importance of strengthening traditional governance systems and upholding Naga customs and laws. His proposal aligns with the state’s special constitutional protections under Article 371(A), which grants Nagaland autonomy over its religious, social practices, and legal systems.
Strengthening Traditional Governance in Nagaland
Addressing a gathering of the Angami Naga tribe, CM Rio underscored the importance of customary laws, which have long played a crucial role in resolving disputes within Naga society. He noted that an apex tribal court could help resolve conflicts efficiently while reducing reliance on modern judicial processes, which are often lengthy, expensive, and disconnected from local customs. “An apex tribal court will help resolve internal disputes efficiently without the need to rely on the modern judiciary, saving time and resources,” said Rio.
With Nagaland’s diverse tribal communities possessing their own unique legal frameworks, CM Rio’s proposal is aimed at unifying and strengthening the traditional justice system while maintaining tribal autonomy.
Why an Apex Tribal Court is Needed?

During the Mini Hornbill celebration, CM Rio reaffirmed his commitment to promoting Naga culture and stated that traditional governance is essential for preserving the state’s unique identity.

For the apex tribal court to become a reality, active collaboration between tribal bodies, village councils, and the state government is necessary. CM Rio urged tribal leaders and customary law practitioners to work together to create a structured framework for the court.
