Arunachal Pradesh Chief Minister Pema Khandu on Monday urged the state police to adopt technology-driven strategies and focus on securing higher conviction rates. He delivered the address during the inaugural session of a state-level conference for Superintendents of Police (SPs) and Commandants at the DK Convention Centre.
Emphasis on Cyber Strength and Digital Tools
To begin with, Khandu stressed the urgent need to strengthen cyber capabilities and digital forensic systems. As crime becomes more sophisticated, law enforcement must rely on advanced technology to stay effective.
In addition, he encouraged active management of official police social media platforms. According to him, these platforms can improve transparency, enhance public awareness, and build trust. To ensure responsible communication, he recommended creating a dedicated team under the Director General of Police (DGP) to oversee digital outreach.
The Chief Minister also praised ongoing reforms. The state police have completed training under the new criminal laws — Bharatiya Nyaya Sanhita, Bharatiya Nagarik Suraksha Sanhita, and Bharatiya Sakshya Adhiniyam. Furthermore, initiatives such as e-Suraksha, e-Summons, ICJS integration, Nyay Shruti, and mobile forensic vans have strengthened investigative efficiency.

Border Security Remains a Priority
Meanwhile, Khandu highlighted the importance of maintaining strict vigilance along Arunachal Pradesh’s international borders with Bhutan, Myanmar, and China (Tibet). He particularly pointed to sensitive districts such as Tirap, Changlang, and Longding.
Although the state does not face homegrown insurgency, cross-border groups often engage in extortion and drug trafficking. Therefore, he asked officers to stay alert and proactive. At the same time, he called for coordinated efforts with central forces like the Assam Rifles.
Additionally, the Chief Minister announced plans to digitally upgrade the Inner Line Permit system under the Bengal Eastern Frontier Regulation. This move, he said, will strengthen monitoring mechanisms and curb illegal immigration more effectively.
From Arrests to Convictions
However, Khandu expressed concern over the state’s conviction rate, which currently stands at around 30 percent. Instead of focusing only on arrests, he urged officers to prioritise strong investigations that lead to convictions.
Better coordination with the law and judiciary departments will play a crucial role in achieving this goal. Moreover, strengthening the State Forensic Science Laboratory will help improve evidence-based prosecution. With scientific investigation and proper documentation, the conviction rate can rise significantly.
Strong Action Against Narcotics
At the same time, the Chief Minister lauded the police for their decisive action against narcotics. Authorities have destroyed nearly 16,000 acres of illicit poppy and cannabis cultivation. They have also registered hundreds of cases under the NDPS Act and conducted major drug seizures.
In addition to drug control, the police dismantled an interstate vehicle theft syndicate. These achievements, Khandu noted, reflect the force’s dedication and operational efficiency.
Clear Roadmap Ahead
Looking ahead, the Chief Minister assured full budgetary support for implementing the conference’s recommendations. Key priorities will include AI-driven policing, enhanced cybersecurity, stronger narcotics enforcement, and improved safety for women and children.
Finally, he instructed district-level officers to ensure timely follow-ups and accountability. Through coordinated action and modern tools, Arunachal Pradesh aims to build a resilient and future-ready policing system.
