In response to the growing demand for student transportation, the Meghalaya government is set to roll out 30 more State Transport for Efficient Mobility Society (STEMS) buses in Shillong this year. This expansion aims to improve the convenience and safety of school transportation while momentously reducing traffic congestion in the city.
Director of School Education & Literacy, Swapnil Tembe, confirmed the development, stating that the STEMS team has recognized the increasing demand and is taking proactive steps to enhance its services.
With Shillong facing severe traffic congestion, STEMS buses have proven to be a game-changer, removing nearly 900 private vehicles from the city’s roads since their initial launch. The upcoming addition of 30 more buses is expected to further alleviate Shillong’s chronic traffic woes.
STEMS Buses: Reducing Traffic Congestion in Shillong
The Meghalaya government introduced STEMS buses for school-going children as a strategic measure to decongest Shillong’s roads. Since each bus accommodates 30 students, it effectively replaces 30 private vehicles that would otherwise contribute to road congestion.
With 60 STEMS buses in operation following the new rollout, the number of vehicles on the road is expected to be reduced by approximately 1,800.
“Each bus removes 30 private vehicles from the road, and with 60 buses in service, that’s 1,800 fewer cars contributing to Shillong’s traffic,” explained Swapnil Tembe.
By introducing these buses, the government has not only improved school transportation but has also made a significant impact on urban mobility and air quality by cutting down fuel emissions from private vehicles.
Enhancing Safety and Convenience for Students and Parents
Beyond reducing traffic, STEMS buses offer enhanced safety and convenience for both students and their parents. Each bus is equipped with a tracking system, allowing parents to receive real-time notifications on their mobile phones when their children reach school.
Tembe emphasized the security benefits of the initiative, stating:
“Once students disembark, they are safely guided to their schools. Parents can track their journey and stay informed about their child’s whereabouts in real time.”

STEMS Bus Expansion to Jowai and Tura Under Consideration
Following the success of STEMS buses in Shillong, the Meghalaya government has received requests from Jowai and Tura to introduce similar services in those areas. Given the positive feedback, the government is actively considering expanding the initiative beyond Shillong.
The demand for STEMS buses in other cities highlights the need for structured student transportation across Meghalaya. If implemented, this could greatly benefit students and reduce road congestion in Jowai, Tura, and other urban centers in the state.
Challenges in Expanding STEMS Bus Services
Despite its success, the STEMS initiative faces several logistical challenges that need to be addressed for its effective expansion.
1. Narrow School Routes Limiting Full-Sized Buses
Many school routes in Shillong are too narrow for large buses, making it difficult for them to navigate efficiently. To overcome this, the Meghalaya government is exploring alternative options such as vans and minibusses to ensure that students in congested areas also benefit from the service.
2. Lack of Adequate Parking Spaces
Another major challenge is the shortage of designated parking spaces for STEMS buses in Shillong. Without proper parking infrastructure, the operation of school transport services can become inefficient.
However, Swapnil Tembe assured that the state government is actively working on solutions to address these concerns and ensure the smooth expansion of the STEMS bus network.
Initial Low Response and Efforts to Improve Ridership
When the first batch of 30 STEMS buses was launched last year, the response was initially underwhelming despite various promotional efforts by the government.
However, with greater awareness and demonstrated benefits, the demand has majorly increased, prompting the decision to introduce 30 more buses this year.
The Meghalaya government is now focusing on better outreach and engagement with schools and parents to ensure maximum utilization of STEMS buses.
