Tripura has launched the Dharti Aaba Janbhagidari Abhiyan, a flagship campaign of the Central government. Also, the state becomes one of the first in India to roll out this massive outreach program targeting tribal welfare.

The campaign aims for 100% saturation of key welfare schemes in tribal areas. Moreover, it is being implemented in coordination with the Ministry of Tribal Affairs, and marks a focused effort to bridge development gaps in remote and underserved regions.

What Is Dharti Aaba Janbhagidari Abhiyan?

The name of the campaign pays tribute to Birsa Munda, the revered tribal freedom fighter known as “Dharti Aaba.” The initiative was launched nationwide to improve the reach and visibility of Central welfare schemes among Scheduled Tribe (ST) communities.

The campaign focuses on ensuring that every eligible tribal household gets access to schemes under:

  • Pradhan Mantri Awas Yojana (PMAY)
  • Ayushman Bharat Health Cards
  • Jal Jeevan Mission
  • Ujjwala Yojana for LPG
  • Scholarships for ST students
  • Skill development programs

Tripura’s early and active participation signals its commitment to grassroots inclusion and last-mile delivery.

Door-to-Door Outreach Across Tribal Areas

Officials from the Tribal Welfare Department, along with local panchayat members and block-level officers. Also, have begun door-to-door awareness and enrollment drives. Further, these teams are working in over 1,200 tribal villages across all eight districts.

Digital vans, community meetings, and mobile help centers are also being deployed. The state government plans to complete this saturation drive by August 2025, ahead of national deadlines.

CM Manik Saha Praises Community Involvement

Chief Minister Dr. Manik Saha, while addressing a gathering in Khowai district, emphasized the importance of Janbhagidari — or public participation — in governance.

“This campaign honors the vision of Birsa Munda and ensures that no tribal family in Tripura is left behind. Besides, we want full coverage of welfare programs, from health to housing,” he said.

Although, he urged tribal leaders and youth to act as ambassadors of the campaign. And also, to ensure every household is aware of the benefits they are entitled to.

Use of Technology for Tracking Progress

To ensure transparency and accountability, the Tripura government is using GIS mapping, mobile apps, and real-time dashboards. Field teams update scheme status live from the ground.

The Tripura State Portal now has a dedicated section for the welfare updates, allowing citizens to check their scheme eligibility and application status online. Furthermore, this digital integration has reduced paperwork and made scheme access more efficient.

Central Government Lauds Tripura’s Efforts On Tribal

Officials from the Ministry of Tribal Affairs have commended Tripura for early adoption and efficient rollout. A Central review team is expected to visit the state in July to monitor progress and document best practices for replication in other northeastern states.

Tripura’s model may become a template for nationwide implementation, especially in states with large tribal populations such as Odisha, Jharkhand, Chhattisgarh, and Madhya Pradesh.

Promoting Self-Reliance Through Inclusion

Beyond scheme saturation, the campaign also promotes entrepreneurship, agriculture support, and tribal crafts. Skill centers are being set up in tribal blocks to train youth in sustainable vocations.

Several self-help groups (SHGs) led by tribal women are now being linked with banks and e-commerce platforms to boost income and financial inclusion.
