On February 17, 2025, the Arunachal Pradesh Cabinet, under the leadership of Chief Minister Pema Khandu, approved a series of major legislative measures, including a Bill that aims to establish a family-centric citizen database. This move is intended to ensure efficient and effective delivery of government schemes and services, thereby addressing the challenges in the distribution of public benefits and eliminating discrepancies in welfare provision.
The approved Bill, once passed, will help streamline the administration of welfare programs, enhancing the accessibility and transparency of government services for the people of Arunachal Pradesh. By creating a comprehensive and efficient citizen database, the government seeks to optimize the delivery of services and better cater to the needs of its people.
Establishment of the Institute for Transforming Arunachal (ITA)
Another key decision taken during the Cabinet meeting was the approval of the establishment of the Institute for Transforming Arunachal (ITA). This institute, which will function as the state’s think tank, is designed to provide research-backed policy recommendations aimed at transforming Arunachal Pradesh into a self-reliant, prosperous economy by 2047. Modeled after NITI Aayog, the ITA will play a crucial role in shaping the state’s governance model, fostering economic growth, innovation, and the efficient implementation of government policies.
The ITA will be housed under the Finance, Planning & Investment Department and is expected to become the focal point for driving governance transformation, accelerating development, and supporting the state’s long-term goals for self-sufficiency and prosperity.
Approval of Key Legislative Measures
The Cabinet meeting, which was held at Nyapin in Kurung Kumey district, witnessed the approval of 38 agenda items, marking a historic high for a single sitting in Arunachal Pradesh’s history. Key legislative measures discussed and authorized included the amendment of the Arunachal Pradesh Goods and Services Tax (GST) Act. These amendments are aimed at incorporating necessary legislative changes to streamline taxation and improve compliance within the state.
In a move to regulate unauthorized encroachment on government lands, the Cabinet also approved amendments to the Arunachal Pradesh Public Premises (Eviction of Unauthorized Occupants) Act, 2003. The new provisions will empower officers of the deputy commissioner rank and above to act as appellate authorities for appeals against eviction orders.
Revitalization of the Handloom and Handicrafts Sector
A major policy decision was the approval of the Arunachal Pradesh Handloom and Handicrafts Policy 2024. This policy aims to revitalize the state’s handloom and handicrafts sector, which has always been a vital part of Arunachal’s cultural heritage. Under the new policy, a digital database of artisans and weavers will be established to better connect them with markets and provide them with opportunities for growth.
The policy also includes enhanced financial incentives for exceptional craftsmanship. The first-place cash award for outstanding artisans has been increased from Rs 75,000 to Rs 1,00,000, while the second-place award will now be Rs 75,000, up from Rs 65,000. This is expected to inspire and encourage greater participation and excellence in the handloom and handicraft sectors.
Strengthening Child Welfare and Protection
As part of its ongoing commitment to child welfare, the Arunachal Pradesh government sanctioned 270 contractual posts for the operationalization of Child Helpline Services at both the state and district levels. This initiative falls under the Mission Vatsalya Scheme, which aims to strengthen child protection and welfare services across the state. The creation of these posts will ensure that the helpline operates effectively, offering support to vulnerable children and enhancing the overall child welfare framework in Arunachal Pradesh.
Revamping the Dulari Kanya Scheme for Girl Child Welfare
The Cabinet also approved an enhancement of the Dulari Kanya Scheme, which provides financial support for the welfare of girl children. The scheme previously offered a fixed deposit of Rs 20,000 upon the birth of a girl child, which has now been increased to Rs 30,000. Additionally, an extra Rs 12,000 will be provided when the girl child reaches Class XII, bringing the total benefit under the scheme to Rs 50,000 per beneficiary. This enhancement is expected to promote better financial security for girls and encourage higher educational attainment.
Creation of Directorate of Prosecution
In a further step to strengthen the state’s legal and judicial systems, the Arunachal Pradesh Cabinet approved the creation of the Directorate of Prosecution. This new directorate will function under the home department and is aimed at improving the efficiency and effectiveness of legal proceedings in the state. The establishment of this directorate is part of the government’s broader efforts to enhance the prosecution of cases, ensuring that justice is delivered more swiftly and fairly.
The decisions made in the Arunachal Pradesh Cabinet meeting on February 17 represent a noteworthy step forward for the state. The approval of the Bill for a family-centric citizen database, along with the creation of the Institute for Transforming Arunachal, amendments to GST laws, and key welfare policies, reflects the government’s commitment to improving governance, fostering economic development, and ensuring the welfare of its citizens. As these initiatives are implemented, they are expected to have a transformative impact on Arunachal Pradesh’s future, paving the way for a self-reliant and prosperous state.
