Assam entrepreneurs received financial assistance worth more than Rs 278 crore on September 17 as Chief Minister Himanta Biswa Sarma distributed funds under the Chief Minister’s Atmanirbhar Asom Abhijan (CMAAA) 1.0 and 2.0.
The assistance covers 82,219 beneficiaries across the two phases. The state government has linked the programme with its wider effort to promote self-employment, entrepreneurship and economic opportunities for young people.
Assam entrepreneurs receive support under CMAAA
The financial assistance was distributed at a ceremony held at the Jyoti-Bishnu Antarjatik Kala Mandir in Khanapara, Guwahati. Industries, Commerce and Public Enterprises Minister Bimal Borah and senior officials also attended the programme.
Under CMAAA 1.0, 9,578 entrepreneurs are covered, including 9,552 from the general category and 26 from the professional category. CMAAA 2.0 covers another 72,641 beneficiaries, comprising 72,447 general-category and 194 professional-category entrepreneurs.
Together, the two phases account for 82,219 beneficiaries. More than Rs 96 crore is being distributed under CMAAA 1.0, while the assistance under CMAAA 2.0 exceeds Rs 182 crore.
Financial aid targets young businesses
The CMAAA assistance varies according to the beneficiary category. General-category entrepreneurs receive Rs 2 lakh, while professional-category beneficiaries receive Rs 5 lakh.
The assistance is structured through a combination of grant support and interest-free loans. The programme also includes skill development and marketing assistance, giving beneficiaries support beyond the initial financial component.
Therefore, the scheme seeks to combine access to capital with practical support for people looking to establish or strengthen their businesses.
Earlier assistance under the scheme
The government has also used earlier instalments to help beneficiaries move towards larger financial support. Sarma said the administration had previously provided Rs 75,000 in an initial phase and Rs 25,000 in a subsequent phase.
According to the Chief Minister, some beneficiaries did not qualify for further assistance because they did not meet the required conditions. Of around 13,000 beneficiaries, about 9,552 met the requirements, while around 4,000 did not qualify. Some had also taken up jobs and stopped pursuing their businesses.
Assam entrepreneurs encouraged to create jobs
During the programme, Sarma urged beneficiaries to use the assistance effectively and develop sustainable enterprises. He also encouraged young people to view entrepreneurship as a way to create jobs rather than only seek employment.
Moreover, the Chief Minister said the programme was intended to encourage beneficiaries to build businesses that could generate livelihoods and opportunities for others. The government has presented this approach as part of its broader focus on self-reliance among Assam’s youth.
The programme also featured an exhibition showcasing products made by entrepreneurs, highlighting the business activities supported through the initiative.
CMAAA expands its entrepreneurship focus
The latest distribution marks another major step in the implementation of CMAAA. The scheme has been rolled out in two phases, with both financial assistance and additional support aimed at helping beneficiaries establish sustainable ventures.
Meanwhile, similar instalment distributions took place at the local level on September 17. In Assam’s Boko-Chaygaon constituency, 658 beneficiaries received CMAAA assistance. Of them, 71 beneficiaries under CMAAA 1.0 received a third instalment of Rs 1 lakh each, while 587 beneficiaries under CMAAA 2.0 received a second instalment of Rs 25,000 each.
These local distributions show how the programme is being implemented beyond the state-level ceremony.
Assam entrepreneurs face the next stage
The latest funding is expected to give thousands of beneficiaries additional resources to develop their enterprises. However, the government’s stated focus extends beyond disbursing money.
Sarma said beneficiaries receiving smaller assistance should work towards meeting the requirements for higher support in the next phase, which he indicated could come within nine to 10 months.
Overall, the latest CMAAA disbursement places financial assistance, skills and market support together within Assam’s youth entrepreneurship programme. For the 82,219 beneficiaries covered by the two phases, the next stage will involve using that support to establish, sustain or expand their individual enterprises.
