The ongoing political turmoil in Manipur has taken a new turn as the Congress party strongly opposes the imposition of President’s Rule or any move to suspend the Manipur Legislative Assembly. The crisis, which escalated following the resignation of Chief Minister N. Biren Singh, has left the state’s governance in limbo, raising concerns about political stability and democratic principles.

Amid speculation about the Centre’s next move, the Congress has reiterated its commitment to upholding democracy and ensuring that Manipur remains governed by a democratically elected administration, rather than under Central rule.

Congress Firmly Opposes President’s Rule in Manipur

The Manipur Pradesh Congress Committee (MPCC) president, Keisham Meghachandra Singh, made the party’s stance clear in a social media post. Taking to X (formerly Twitter), he stated: “For the people of Manipur, the Congress party opposes any move to impose President’s Rule in Manipur now, as well as any move to place the Manipur Legislative Assembly under suspended animation.”

He further emphasized that the Congress wants a democratically elected, popular government in Manipur, as it believes this is in the larger interest of safeguarding democracy in the state. This statement reflects the growing concerns within the opposition regarding any possible intervention by the Central government, which could lead to the dissolution of the state government and the direct administration of Manipur by the Centre.

BJP High Command to Decide Manipur’s Next CM

While the Congress continues its opposition to President’s Rule, the Bharatiya Janata Party (BJP) high command has scheduled a crucial meeting in Delhi on February 12 to discuss Manipur’s leadership crisis.

Reports indicate that all BJP legislators from the northeastern state have been summoned to attend the meeting. The agenda will focus on selecting a new Chief Minister who can lead the state government and address the ongoing crisis.

With Biren Singh stepping down, the state’s political leadership is in transition, and BJP is expected to finalize its choice for the next CM soon. However, if no consensus is reached, the Centre might consider imposing President’s Rule, which is what Congress fears.

Why is President’s Rule Being Considered?

Manipur has been struggling with an ethnic conflict since May 3, 2023, leading to severe unrest. The Meitei and Kuki communities have been at the center of the crisis, with continuous violence, displacement, and disruptions to daily life.

Amidst this backdrop, governance has been challenging, and political instability has further complicated efforts to restore normalcy. Given these factors, the imposition of Article 356, which enforces President’s Rule, is seen as a potential step by the Central government to restore stability before a new government is formed.

However, the Congress party argues that suspending the elected Assembly would not resolve the crisis but could instead alienate the people of Manipur further, leading to more unrest and political dissatisfaction.

Congress’ Demand: A Democratically Elected Government

Congress’ opposition to President’s Rule is rooted in its belief that democracy should not be compromised, even in times of crisis. According to the party, the people of Manipur deserve an elected leadership that represents their voices, rather than an administration controlled by the Centre.

Political analysts also point out that imposing President’s Rule could have long-term consequences, including:

  • Increased political alienation among communities.
  • Deterioration of democratic values in the state.
  • Delays in addressing pressing issues such as ethnic tensions and economic recovery.

By advocating for an elected government, Congress is emphasizing that people’s participation in governance is crucial to ensuring lasting stability.

As the BJP’s February 12 meeting approaches, all eyes are on the Central leadership’s decision regarding Manipur’s next Chief Minister.

Three possible outcomes may emerge:

  1. BJP selects a new CM, ensuring the continuation of an elected government.
  2. A coalition government is considered if BJP fails to decide on a CM candidate.
  3. President’s Rule is imposed if the Centre deems the situation too unstable for immediate governance.

The coming days will be crucial in shaping the political future of Manipur. While Congress remains firm in its opposition to President’s Rule, the final decision rests with the BJP leadership and the Union Government.

The political crisis in Manipur has reached a critical stage. With the resignation of N. Biren Singh, the state is now at a crossroads, awaiting new leadership. Congress has strongly opposed any move towards President’s Rule, arguing that the best way forward is to allow a democratically elected government to lead.

As BJP prepares to finalize its decision, the people of Manipur, along with political analysts and opposition leaders, await the outcome of the February 12 meeting.
