Manipur State Commission for Women (MSCW) Conducts Sensitisation Programme on POSH Act in Bishnupur

The Manipur State Commission for Women (MSCW), in collaboration with the District Administration Bishnupur, organised a one-day sensitisation programme on the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 at the Mini Secretariat Complex in Bishnupur. The initiative aimed to strengthen awareness and improve enforcement of the POSH Act across government offices.

Officials Emphasise Awareness and Accountability

MSCW Chairperson Th. Tiningpham Monsang presided over the programme, while Member Secretary W. Phajatombi, who also serves as Additional Director of DIPR, attended as keynote speaker. In addition, Member Sk. Sophia, AC to DC Bishnupur Sh. Gunamani, and SDPO Bishnupur S. Tryphena Reikhenamai participated in the event. District-level officers and members of Internal and Local Committees from various departments also joined the session.

Addressing the gathering, the Chairperson highlighted that the Commission works to safeguard women’s rights and address grievances. She explained that the programme primarily aimed to familiarise Presiding Officers and Committee members with their statutory duties. According to her, effective implementation depends on proper understanding of the law.

Furthermore, she stressed that the Act promotes a safe and dignified workplace environment. At the same time, she clarified that the legislation does not target men; rather, it seeks to ensure women’s safety and equal treatment at work.

Helpline and Legal Safeguards Highlighted

During her address, the Chairperson also informed participants about the 24×7 Women’s Helpline operated by the Social Welfare Department. Women in distress can seek assistance through the toll-free number 181. Such support systems, she noted, complement the legal safeguards provided under the Act.

Meanwhile, Member Secretary W. Phajatombi underlined that the POSH Act upholds women’s dignity at the workplace. She pointed out that the law establishes a structured complaint redressal mechanism. As a result, Internal and Local Committees play a vital role in ensuring timely and fair inquiry processes.

Moreover, she mentioned that MSCW has conducted similar sensitisation drives across both hill and valley districts of Manipur. These efforts, she said, aim to build capacity and strengthen compliance statewide. She therefore urged all departments to extend cooperation in creating safer and more respectful workplaces.

Expert Explains Complaint Procedure

Advocate Thiyam Rajkishore attended the programme as the resource person. He elaborated on the complaint procedures under the Act and clarified timelines. An aggrieved woman must file a complaint within three months of the incident. However, in cases involving repeated incidents, she may submit the complaint within three months from the last occurrence.

In addition, he explained the inquiry process and emphasised confidentiality during proceedings. Proper documentation and adherence to procedure, he noted, ensure fairness for all parties involved.

Strengthening Workplace Safety Across Manipur

Overall, the sensitisation programme reinforced the importance of awareness, accountability, and institutional responsibility. By equipping Committee members and officials with legal knowledge, MSCW aims to enhance compliance with the POSH Act.

Through continued outreach and coordinated efforts with district administrations, the Commission seeks to foster secure and inclusive work environments throughout Manipur.
