In a major development aimed at enhancing the operational efficiency of the Assam Rifles while ensuring urban development in Aizawl, the Mizoram government has officially signed an agreement with the Assam Rifles for the relocation of their force bases from Aizawl city to the Zokhawsang designated battalion complex. This strategic move marks an important step in managing the security forces’ infrastructure and urban planning in the state.
Details of the Agreement
The memorandum of agreement (MoA) was signed at Mizoram House in New Delhi on Wednesday. Chief Minister Lalduhoma announced the relocation during a press briefing, emphasizing that the Assam Rifles would begin moving from their Aizawl headquarters in April 2025. The new base in Zokhawsang is situated approximately 15 kilometers from the city center, facilitating a more spacious and operationally suitable environment for the paramilitary force.
The agreement was formalized by Mizoram General Administration Department (GAD) Commissioner and Secretary Vanlaldina on behalf of the state government, while the Director General of Assam Rifles, Vikas Lakhera, represented the force. The relocation plan aims to free up valuable urban space for public purposes, enhancing the quality of life for residents in Aizawl.
Current Locations of Assam Rifles in Aizawl
The Assam Rifles currently occupies several key sites within Aizawl, including bases at Zodin Square and Khatla, a Deputy Inspector General (DIG) residence at Tuikhuahtlang, as well as a commandant bungalow and a church in Tuikual. Additional land holdings include plots at Babutlang and Chitte, alongside a war memorial and temple at Zodin. These locations, while essential for the operations of the Assam Rifles, have become increasingly constrained within the growing urban landscape of Aizawl.
Timeline and Financial Considerations
The Chief Minister noted that while the formal relocation will not commence until April 2025, the Assam Rifles is expected to hand over lands and properties at Chitte River, the Tuikual church area, and Babutlang to the state government within three months of signing the agreement. This handover is pivotal for urban planning and development, as the Mizoram government aims to repurpose these areas for public use.
As part of the agreement, the Mizoram government will compensate the Assam Rifles with a depreciated cost by April 2025 for the properties being transferred. All locations handed over by the Assam Rifles will be reserved for public purposes under the Mizoram (Restriction on Use of Transferred Land) Act, 2022, ensuring that the land is utilized for the benefit of the community.
Despite the signed agreement, Chief Minister Lalduhoma indicated that immediate relocation is not feasible, as the infrastructure at the Zokhawsang designated battalion complex is still under construction. Therefore, while plans are set in motion, practical considerations will dictate the timeline and process of relocation.
Moreover, it is important to note that the Ministry of Home Affairs (MHA) had initially directed the Assam Rifles to relocate their bases to Zokhawsang by May 31, 2019. However, the complexity of the move and the requirement for adequate facilities at the new site have led to delays in executing the plan.
The agreement between the Mizoram government and the Assam Rifles marks a critical milestone in the efforts to enhance public space in Aizawl while accommodating the operational needs of the paramilitary force. As the relocation process unfolds, it will be crucial for both parties to work collaboratively to ensure a smooth transition that benefits both the security forces and the residents of Mizoram.
This initiative reflects a broader trend in India where urbanization and security needs must be balanced thoughtfully, ensuring that cities grow sustainably without compromising safety and security. The successful execution of this relocation can serve as a model for similar initiatives across the country, highlighting the importance of strategic planning in urban and security development.
