Authorities have imposed strict restrictions along the India-Bangladesh border in Cachar district of Assam. The directive comes under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) and is aimed at curbing possible extremist movements. And halting the unauthorized transportation of goods and persons.
The order, issued on Monday, is applicable with immediate effect and will remain in force until further notice. The Cachar district administration, in collaboration with law enforcement agencies, has heightened surveillance across vulnerable border points.
Border Tensions Prompt Proactive Measures
The India-Bangladesh border in Cachar spans several sensitive zones that have long been under observation for smuggling, infiltration, and illegal movement. Officials say the new restrictions were prompted by intelligence inputs suggesting possible activities by anti-national elements.
A senior police officer stated, “The intent is preventive. We are securing our borders before any untoward incident happens. These are measured steps to enhance security and reassure local communities.”
What Section 163 of BNSS States
Section 163 of the BNSS provides state authorities the power to impose preventive restrictions in public interest. It is used to deter unlawful assembly, extremist mobilization, or activities that threaten peace and security.
Under the current implementation in Cachar, residents are barred from moving in certain border areas between sunset and sunrise without prior permission. The transport of goods, livestock, or construction materials across the border has also been strictly prohibited unless cleared by border security agencies.
Collaboration with BSF and State Police
The Border Security Force (BSF) has been tasked with intensified patrolling along the identified border zones, especially in Lakhipur and Katigorah sub-divisions, which are prone to illegal crossings.
Meanwhile, the Assam Police have been ordered to work in coordination with village heads, local defense committees, and intelligence units to report suspicious movements immediately.
Local police checkpoints are being established at key border intersections. And drone surveillance has been introduced in areas with dense vegetation and riverine belts.
Impact on Locals and Daily Life
While the restrictions aim to boost security, the local population has been advised to cooperate and stay informed. Special ID passes are being issued for farmers and traders who require limited border access for livelihood.
Residents, however, are expressing mixed reactions. While many welcome the move, citing growing concerns over safety, some fear the curbs may affect cross-border trade and mobility.
Rina Das, a resident of Katigorah, said, “We support the government, but we also request proper communication and help in accessing farmland. We don’t want to suffer unnecessarily.”
History of Border Security Issues in Cachar
The India-Bangladesh border in Assam, especially in Cachar, Karimganj, and Dhubri districts, has historically witnessed episodes of cross-border smuggling and infiltration.
In recent years, crackdowns have intensified. In April 2024, a joint operation by BSF and Assam Police foiled a narcotics smuggling racket. Along the Cachar border, leading to multiple arrests.
Authorities Urge Public Vigilance
The Cachar district administration has launched awareness drives in schools and villages to educate people on the implications of violating Section 163. Further, helpline numbers and WhatsApp lines have been set up. Additionally, to report border violations anonymously.
Deputy Commissioner Raval Hamendra Kumar emphasized, “This is about proactive protection, not punishment. Also, cooperation from citizens is crucial in maintaining peace along the sensitive border.”
As Assam enters a season of heavy rainfall and increased cross-border activity, these border restrictions in Cachar serve as a strategic step. To prevent extremist activities and ensure public safety.
